Project Overview

The Building Healthy Families Activity (BHFA) aims to expand access to and utilization of essential health care in Pakistan, including quality family planning (FP) and maternal, newborn, and child health (MNCH) services, in order to improve health outcomes for some of its most vulnerable populations.

BHFA will operate in Pakistan’s Sindh and Khyber Pakhtunkhwa provinces, addressing environmental and health barriers to the uptake of integrated Family Planning/ Maternal, Newborn & Child Health (MNCH) services.

Job Summary

Pathfinder International-Pakistan is seeking a Subaward Officer for its five-year USAID funded Building Health Families Activity (BHFA) project. BHFA aims to expand access to and utilization of essential health care in Pakistan, including quality family planning (FP) and maternal, newborn, and child health (MNCH) services, to improve health and population outcomes for some of its most vulnerable populations. 

Under the supervision of the Subaward Manager, the Subaward Officer will coordinate Pathfinder’s awards and sub-awards administration, including the review of subcontracts and sub-grant proposals, modifications and payment transactions. He/She will coordinate internal approval procedures for awards and sub-awards and assist in drafting, negotiating and reviewing contract and grant terms and conditions as well as assist in the development of standard templates for award and sub-award documents and procedures for monitoring financial compliance.

Key Job Outcomes

Grants and Contracts

  • New Grants and Contracts Review: Reviews new proposals and modifications for subcontracts and sub-grants.

Payment Review and Processing

  • Review subcontract payment requests and invoices. Processes payments and advances and maintains records of subcontracts.

Contract Modifications

  • Prepare contract modifications and terms and conditions for sub-grants and subcontracts.

Sub Award Budget Reviews

  • Review and negotiate sub-award budgets for accuracy and reasonableness of cost.

Compliance Review

  • Maintain Pathfinder's compliance with administrative requirements of U.S. Government and other donors including online databases and online reporting.

Manuals and Systems for Awards and sub-awards

  • Assist in the development of awards and sub-awards management manuals and systems for country offices in collaboration with headquarters and field program and finance staff.

Training Sessions

  • Assist in the development and delivery of training for staff on policies and procedures, as well as support and direction on award and subaward management and reporting.

Monitoring Support Tools

  • Assist in the development of tools for monitoring of performance and progress of awards and sub-awards, such as pre-award assessment, review of internal controls and voucher reviews.

Process Improvement

  • Work with other business units to identify innovative solutions to processes and procedures and to create solutions to challenges.

Project Management& Participation

  • Coordinate, manage or participate in cross-functional project teams.

Education and Work Experience

  • Bachelor’s degree in Business, Finance, Accounting, or a related field, or a combination of education and experience that yields the required competencies.
  • 4 years of experience in a nonprofit working environment.

Preferred Education & Experience

  • Master’s degree in a related field.
  • Experience working in a developing country.
  •  
  • USAID experience in a similar position.
  • Experience working with non-governmental or multi-lateral donor organizations.
