Programme: Post-Floods Resilient Recovery and Strengthening of the Livestock Sector in Balochistan - The programme aims to empower communities, particularly women, by organizing them into livestock producer groups for collective production and the establishment of community-led livestock markets. It also seeks to support women and youth-led micro, small, and medium enterprises in developing value chains for sheep, goats, and poultry. The programme will be implemented across 120 union councils in six (6) flood-affected districts of Balochistan. The overall objective of the programme is to contribute to post 2022 floods climate-resilient socioeconomic recovery in the most affected and poorest districts of Balochistan province. The specific objective is improved value chains and market linkages in agriculture and livestock sectors of Balochistan.

  • Expected Result/Output 1: Strengthened capacities of target groups in improving value addition and compliance to food safety and sustainability standards.
  • Expected Result/Output 2:  Increased livestock assets of target women and men farmers/entrepreneurs.
  • Expected Result/Output 3: Enhanced access of women and men farmers to finances for value addition of livestock and livestock products.

THE POSITION:

This position is located at District office and reports to the Project Manager.

SIGNIFICANCE OF THE POSITION:

S/he will be responsible for all district level implementation activities. S/he will also coordinate with head office team, PPAF PMU and other district level stakeholders.

More Specifically:

Program Implementation and Oversight

  • Lead the day-to-day operations of the program at the district level, ensuring all activities are implemented according to project plans and timelines.
  • Coordinate and oversee all district-level program activities, including livelihood initiatives, MSMEs, financial access, and community engagement.
  • Supervise and guide field staff to ensure effective delivery of services, trainings, and interventions to beneficiaries.
  • Ensure that all district-level activities are carried out in compliance with the program’s objectives, timelines, and quality standards.

Coordination and Collaboration

  • Act as the primary point of contact for all district-level stakeholders, including local government, community institutions, and other partners.
  • Coordinate with the head office team and PPAF PMU to ensure that district activities align with national and organizational strategies.
  • Foster and maintain strong relationships with local stakeholders, community institutions (VOs, CBOs), and external partners to ensure smooth implementation of the program.

Monitoring and Reporting

  • Ensure effective monitoring and reporting of district-level activities, ensuring adherence to established protocols and data collection methods.
  • Maintain accurate records of all district-level activities, including beneficiary data, financial transactions, and progress reports.
  • Provide timely updates and reports to the head office team, PPAF PMU, and other relevant stakeholders on program progress, challenges, and outcomes.
  • Ensure proper documentation of success stories, case studies, and impact metrics for use in reports and for sharing with PPAF and stakeholders.

Staff Supervision and Capacity Building

  • Supervise and support district-level staff, including field officers, community mobilizers, and other project staff.
  • Conduct regular performance reviews of district staff and provide guidance, training, and professional development as needed.
  • Ensure that staff are trained on program objectives, community engagement strategies, and reporting requirements.

Problem Solving and Issue Resolution

  • Proactively identify and address any issues or obstacles that may arise in the implementation of activities at the district level.
  • Resolve conflicts and address challenges in coordination with relevant stakeholders to ensure the smooth execution of program activities.
  • Suggest solutions and improvements to address operational bottlenecks and enhance program efficiency.

INTERNAL/EXTERNAL INTERACTIONS internally with all District Project staff within District office and Head office concern staff.

EDUCATION, EXPERIENCE AND REQUIRED SKILLS:

  • Bachelor’s or Master’s degree in Development Studies, Business Administration, Public Administration, or a related field.
  • Minimum of 7 years of experience in program management, with at least 2 years in a supervisory or managerial role, preferably in development or livelihood programs.
  • Strong experience in coordinating multi-stakeholder initiatives and working with local government, community organizations, and other partners.

Skills

  • Demonstrated ability to manage and lead field teams, ensuring high levels of performance and motivation.
  • Excellent organizational, communication, and problem-solving skills.
  • Familiarity with the local context of Balochistan and the ability to work in rural, field-based settings.
  • Proficiency in Microsoft Office Suite and basic data management tools.
