Programme overview

Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H provides technical assistance (TA) to the Federal, Khyber Pakhtunkhwa (KP), and Punjab governments, and is being implemented by Palladium along with Oxford Policy Management (OPM).

Through its flexible, embedded, and demand-driven model, E4H supports the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H delivers TA across three outputs:

Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.

Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.

Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.

Position Summary

The E4H programme is currently seeking a mid-level health sector expert to support the Federal, KP, and Punjab teams in technical review and quality assurance of products across its three outputs. Specifically, the Associate will work directly with the Technical Backstop to support E4H’s core delivery teams in the development and review of TA terms of reference (TORs) and subsequently support the quality assurance (QA) of consultant deliverables. This is a dynamic and fast-moving role, and requires strong attention to detail and excellent written competency in English.

Responsibilities/Scope of Work

  • Support the technical review of TA TORs developed for activities in KP, Punjab, and at the Federal level across E4H’s three outputs, including suggesting alternative strategic approaches and methodologies for executing TA assignments.
  • Support KP, Punjab, and Federal delivery teams in the review of consultant deliverables, including inception reports, presentations, interim/final reports, policy papers, briefs, guidance documents, and other products.
    • Ensure that deliverables adhere to E4H client expectations and the approved scope of TORs respective.
    • Ensure that deliverables adhere to E4H’s quality standards of accuracy and completeness, efficiency, clarity and readability, and professionalism.
  • Provide written feedback and oral guidance to consultants to support the revision of deliverables.
  • Maintain documentation of review findings, corrections, and recommendations for future reference and quality assurance purposes.
  • Participate in meetings, training sessions, and workshops to enhance knowledge and skills related to technical review and subject matter expertise across E4H’s outputs.

Reporting, Location, and Level of Effort

The Technical and Quality Assurance Associate will report directly to the Technical Backstopper.

It is expected that this individual would be based in Islamabad; however, there is flexibility for remote working from either KP or Punjab province.

The level of effort for this role is 18 days per month, from March 2024.

Key Competencies Required

  • Master’s Degree in Public Health, Epidemiology, International Development, or related field.
  • Demonstrated expertise in at minimum two of E4H’s three technical outputs; understanding of thought leadership and best practices.
  • Proven experience in technical review and quality assurance in the health sector.
  • Excellent analytical skills with keen attention to detail.
  • Excellent command of written and spoken English, including editorial writing.
