POSITION SUMMARY:

We’re looking for a program manager learned in social/public policy and development, with prior experience in conceptualizing, designing and implementing programs at a multi-sectoral level. Candidates must possess excellent knowledge and understanding of program management and delivery, with a demonstrated understanding of tools, methodologies and acumen to support the execution of projects. Candidates with past experience of working on UN/FCDO/International projects or policy-reform projects with the Government at a provincial/federal level will be preferred.

PRIMARY JOB FUNCTION:

The program manager will lead multiple stages of the program’s life cycle, and will play a key role in leading rule of law/governance related initiatives alongside routine delivery of programmatic activities. The manager will be required to coordinate, plan, supervise the implementation of a diverse set of awareness clinics, training sessions, litigation and collaborations with Federal and Provincial departments, district administrations, and other CSOs/NGOs. They shall also be responsible to lead the designing and implementation of process monitoring tools and ensure the routine capturing of risks and lessons learnt during the course of the interventions. They will be required to have an excellent understanding of report-writing and drafting of narratives to be utilised for communications with donors/partners of the program. They will also be required to lead policy-level dialogue and engagements with a variety of Government departments at the provincial/federal level, and should therefore have the required acumen to navigate the field. The manager shall also be required to be well-versed in Risk Management, Stakeholder Relationship Management, Administration and other critical program management skills.

DUTIES AND RESPONSIBILITIES: 

 The program manager will be responsible for the overall implementation a project in Sindh, as per the project work plan and proposal. He/she will be responsible for performing the following duties but shall not be limited to: 

  • Lead a program team spread across districts in Sindh, and ICT;
  • To monitor, manage and evaluate research projects;
  • To prepare project completion reports;
  • To work and contribute to the team structure that guides the formulation and development of the outcomes as laid out in the LFA;
  • To review final project reports with the research results;
  • Develop monthly / quarterly work plans, and manage project evaluation;
  • Support knowledge management process;
  • Promote work at various levels;
  • Develop and Implement Advocacy Strategy for Policy Reforms;
  • Formation and strengthening of community mobilization groups;
  • Manage Program resource mobilization, including project design and proposal writing;
  • Organize National and provincial level learning forums of LAS’s Programs/projects,
  • Establish and maintain good working relationship with media;
  • Develop and maintain linkages with concerned government departments and relevant ministries, youth networks, media and parliamentarians;
  • Ensure processing of project information from relevant programs, dissemination through communication section of the program;
  • Sharing of information about LAS projects and their achievements with stakeholders;
  • Ensure contract database reports are reviewed/modified monthly and kept up to date;
  • Supervise work of the other team members;
  • Develop monitoring plans and tools and conducting analysis of data from provinces
  • Liaises with key stakeholders as required, represent LAS at various relevant forums as requested by Senior Management, assess new program opportunities and assists in developing proposals for such as needed;
  • Works together with senior management team for future program development in community-based/LAS capacity building field;
  • Develops work plans, budgets and progress reports as required by LAS, donors and other partners;
  • Consults with project accountant and Finance and Administration Manager regarding best practices for financial administration of project work;
  • Organize training for the individual project teams.
  • Request periodic project reports from individual project team members;
  • Document all project events and milestones;
  • Developing and implementing risk registers and contingency plans for the program;
  • Identifying processes and procedures for improvement
  • Undertake any other activity that contributes to the smooth running of the programme.

Any other official task(s) assigned by the Program Delivery Specialist/Chief Executive Officer/Chairman.

REQUIREMENTS AND CORE COMPETENCIES

  • Minimum Qualification: Masters in relevant discipline such as Program Management, Sociology, Criminal Studies, Law, Gender Studies etc. (Bachelors with demonstrated experience of a minimum of 4 years are also encouraged to apply)
  • Past experience in designing, and implementing Rule of Law/Gender Security/Climate Security programming
  • Minimum 5 years of experience in the related field.
  • Required advanced level of English, reading, writing for drafting of various reports; knowledge of Urdu/Sindhi is desirable
  • Nuanced understanding of monitoring and evaluation of program deliverables
  • effective leadership, interpersonal and communication skills
  • the ability to command respect and to create a sense of community amongst the members of the project teams
  • good knowledge of techniques for planning, monitoring and controlling programmes
  • sound business case development and approvals skills
  • good knowledge of programme and project management methods
  • good knowledge of budgeting and resource allocation procedures
  • sufficient seniority and credibility to advise project teams on their projects in relation to the programme
  • the ability to find ways of solving or pre-empting problems
  • Creative, energetic, ability to work independently with minimal supervision.
  • Ability to work well in a team.
  • Expertise in Microsoft Word, Excel, and Google Smartsheet.
  • Demonstrated flexibility, motivation, and maturity.
