Position Summary:

The Project Coordinator’s main role is to lead and manage the planning, implementation, monitoring and evaluation of high quality, cash assistance/general cash distribution program activities across the project district. He/ She will be responsible for the effective management of the Cash Disbursement activities.

Job Description:

  • Ensure coordination & laisioning with the District Government, peruse & follow-up on project NOC/setup field offices
  • Represent HA across all stakeholders concerning Cash Assistance in district of operation, including donors, FSAC/FSL & Nutrition Cluster, Social Welfare, DDMA and government stakeholders as needed
  • Oversee field implementation as per the project plan & ensure achievement of key deliverables
  • Assist Program Manager in overseeing monthly schedule including distribution, beneficiary and warehouse reporting and administrative / HR-related deadlines
  • Coordinate and manage the reception and distribution of cash grants in an organized manner in the project district
  • Coordinate with distribution officers ahead of distributions to ensure staff are ready for receiving and disbursement of cash grant
  • Oversee and ensure the tracking mechanisms are in place and correctly being implemented by the staff in the project area
  • Timely coordination with the relevant sections to ensure relevant requests are submitted well in time and ahead of planned disbursements
  • Timely coordination with the Government to ensure government stakeholders are informed of intervention areas and intervention timelines
  • Coordinate with disbursement officers to ensure registration lists have been gathered from communities ahead of planned disbursements
  • Submit daily and monthly quantitative reports to the Program Manager
  • Ensure all project activities are conducted in accordance with the Field Level Agreement (FLA)
  • Visit target communities on a regular basis to get their perceptions and experience so as to assist in planning and implementing the project accordingly
  • Facilitate the identification and resolve of capacity development needs and implementation challenges to the field staff
  • Facilitate effective project monitoring through PDMs/FGDs

Staff Management

  • Ensure effective and efficient management of the direct reports
  • Develop staff planning
  • Perform staff appraisal, staff capacity building by identifying support needs and report the suggestions to the Program Manager
  • Keep a positive, flexible and dynamic work environment
  • Leads capacity development with field staff to ensure competency levels which allow staff to do their work accordingly.
  • Work with the Program Manager   to supervise and provide training for all other WFP   staff

Reporting

  • Ensure to gather information from the team and prepare daily, weekly and monthly reports
  • Contribute in reviewing monthly and quarterly internal and donor reports
  • Contribute in reviewing the financial report and sharing comments
  • Supporting PM to submit the monthly reporting package on WFP SCOPE/MIS

Collaboration

  • Coordinate with other Agencies, Local Authorities and Government stakeholders in the District and ensure that the project is targeted to the appropriate target population.
  • To coordinate and foster relations with other HAP Programs in the district so as to ensure proper allocation and sharing of resources.
  • Participate in regular coordination meetings in HAP and outside agencies including the donor.
  • Collaborate with support service departments like Operations, Finance and HR to ensure supporting the team requests.

Qualification & Experience:

  • Master degree with 5 years of total experience and having minimum 2 years of sector experience (food assistance/cash disbursement management/emergency response).
  • Community mobilization skills.
  • Problem-solving ability.
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
  • Excellent skills on computer operation, especially on MS Word &  Microsoft Excel
  • Fluency in written and spoken English.
