PURPOSE
The Security Guard Supervisor assist SSO and performs several safety and security related assignments including management of the guards, passive measures at all ICRC premises, route scanning, emergency response and support the SSO/delegation/site during capacity building activities, security risk assessment and associated mitigating measures while ensuring proper diffusion and access to information related to security in line with Duty of Care obligations.
ACCOUNTABILITIES AND RESPONSIBILITIES
Guards Management:
- Responsible for the management and supervision of Private Security Guards deputed at ICRC premises and support locations.
- Provides necessary training to security guards for effective performance of their duties, including radio communications and emergency response.
- Monitors guard performance, ensures discipline, and addresses any breaches or gaps in guard deployment or behavior.
- Acts as the primary focal point for communication and coordination with the deployed private security company.
Passive Measures
- Ensures the effective implementation of both passive and active security measures across all ICRC premises (e.g., fire safety, earthquake preparedness, 3M protective layers, evacuation procedures, etc.).
- Coordinates closely with the Premises Unit to maintain safety equipment and compliance with site-specific safety protocols.
- Ensures the proper functioning and regular inspection of CCTV systems and panic alarms; takes prompt action in case of any malfunction or security incident.
- Supports the assessment of safety and security of locations used by the ICRC (e.g., residences, training venues, hotels).
Emergency Response
- Acts as the primary point of contact for all emergency-related matters, ensuring rapid response in accordance with defined ICRC emergency procedures.
- To organize response to incidents impacting staff, premises, or operations.
Capacity Building
- Organizes and delivers regular briefings, refresher sessions, and on-site training to enhance the security guards' understanding of context-specific threats and emergency protocols.
- Supports the SSO in delivering security awareness sessions, drills, and briefings to the security team and other staff as needed.
- Provides basic support in staff training sessions and emergency evacuation drills.
Others
- If needed, work as Radio Operator as ad-hock replacement.
- Provides support to the Operations Room and SCMS team by managing radio communication, movement tracking, environment scanning, protests situations, route scanning and coordination during routine and emergency operations.
- Maintains basic external liaison with local law enforcement agencies and private security companies for coordination on security matters.
Main Requirements:
- University degree (bachelor's) in related field.
- Minimum 4/5 years of work experience with private security companies (contract, invoicing, reporting, monitoring etc)
- Excellent driving skills.
- Report writing and people management skills.
- Computer proficiency.
- Good level of writing, listening and speaking in English is required- Knowledge of Urdu and local language.
