1. Introduction of Organization:
Association for Gender Awareness & Human Empowerment (AGAHE) is a national non-government organization (NGO) established in 2007 under the Societies Act, 1860 in Punjab with a vision to ‘create an enabling environment for vulnerable segments of society where they can utilize their full potential for improvement in their lives and have equal opportunities to safeguard their rights. Core thematic areas of AGAHE include Water, Sanitation & Hygiene, Health & Nutrition, Sustainable Livelihood, Governance, and Disaster Risk Reduction (DRR).
AGAHE is implementing a project titled “WASH System Strengthening in fragile and developing context to achieve sustainable development goals SDG 6” with the support of Welthungerhilfe (WHH) in District Muzaffargarh.
Introduction of the Assignment
The Government of Punjab is committed to improving water and sanitation services throughout the province, with a focus on building resilience to climate change. To achieve this goal, AGAHE and WHH are facilitating the government to strengthen the capacity of relevant departments responsible for WASH service delivery. Capacity enhancement within government departments is essential to ensure effective service delivery, address climate resilience, efficiently allocate resources, meet Sustainable Development Goal 6, ultimately advancing the well-being of the population and fostering sustainable development in the province.
This capacity building initiative revolves entirely around the WASH system strengthening approach stands over 9 crucial building blocks of a WASH system and climate resilience. The building blocks are as following:
- Institutional Arrangements & Coordination
- Service Delivery Infrastructure
- Inclusive Planning
- Regulation & Accountability
- Finance
- Monitoring
- Water Resources & Environment
- Learning & Adaptation
- Demand, Behavior & Political Will
These building blocks are correlated and strengthening these building blocks ultimately results in a stronger system for sustainable WASH service delivery to serve all the populations.
For the said purpose AGAHE seeks the services of a qualified consultant/firm for capacity-building of key government departments, including HUD&PHED, LG&CDD, Punjab Aab-e-Pak Authority, and other relevant actors at provincial level in Punjab.
Objectives of the Assignment
The purpose of this assessment is to facilitate the government departments to conduct a thorough capacity needs assessment, developing capacity building plan and organizing training sessions on system strengthening building blocks and climate resilient WASH to empower these departments with the necessary skills, tools and insights to effectively implement the system strengthening approach for sustainable service delivery.
The key objectives of the assignment are as following:
- To identify the departmental capacity needs against 09 building blocks of WASH system and Climate Resilience and develop tailored capacity building training program.
- To empower key government departments in Punjab with the skills and knowledge to deliver equitable, sustainable, and climate-resilient WASH services for all.
- Strengthen all nine building blocks of the WASH system in Punjab, creating an efficient foundation for strong WASH systems contributing to achieve SDG 6.
Instructions to tenderers:
By submitting a tender, tenderers/consultants fully and unreservedly accept the conditions of this call for tenders, which will constitute the governing the contract as the sole basis of this tendering procedure, whatever the tenderers/consultants’ own conditions of service provision may be, which they hereby waive. To be eligible to take part in this tender procedure, tenderers/consultants must prove to the satisfaction of the Contracting Authority that they comply with the necessary legal, technical, and financial requirements and have the means to carry out the assignment contract effectively. Participation is open to neutral persons and legal persons participating either individually or in a grouping (consortium) of tenderers]
In order for “Capacity Building of Government Departments on WASH System Strengthening and Climate Resilient WASH” the services are required as mentioned in the scope of study and deliverables. AGAHE is inviting qualified and experienced individuals/firms for the contract of Consultancy Services.
