General Position Summary

Working in the Finance Department under the direction of Senior Coordinator Finance and Subawards, the Senior Finance Officer will oversee all financial responsibilities of the Global Fund award.  MC is the Principal Recipient (PR) for the Global Fund New Funding Model (NFR) Program Objective 1 (TB Component). MC is responsible for the implementation of Objective 1 (To increase TB case notification while maintaining treatment success rate at 91%) of the NFR grant through sub-recipients. 

Essential Job Responsibilities

  • Preparing GF monthly cash forecast and getting review from Senior Coordinator Finance and Subawards.
  • Assisting Senior Coordinator Finance and Subawards in bi-annual PU verification conducted by LFA by preparing annexures and customizing budget line wise BVA.
  • Assist Senior Coordinator Finance and Subawards in preparation of TGF budget and realignment.
  • Monitoring visits of SRs with compliance coordinator
  • Assisting Senior Coordinator Finance and Subawards for GF performance letter responses.
  • Assist in Global Fund audit as required.
  • Assist program/finance staff to ensure compliance with the GF grant regulation.
  • Regular review of entries in Navigator in order to ensure that all payments are recorded in correct code and BL.
  • Prepare monthly funds reconciliation of the GF grant with MC Main account for cash settlement.
  • Support MC offices for TGF specific tasks whenever required
  • Preparing Annual Tax Report for the Global Fund and submit to Senior Coordinator Finance and Subawards for review.
  • Preparing quarterly cash reports and forecast for the Global Fund Grant
  • Preparing coded budget for the Global Fund Grant.
  • Support in Preparing PU and PUDR as required by donor bi-annually and annually respectively.
  • Prepare standardize tax reporting formats for MC SRs and PR.
  • Prepare standard financial reporting templates for SRs for their monthly reporting.
  • Preparing annexures for LFA expense verification visits.
  • Review GF expenditure on monthly basis to identify any misclassification and will be making corrective measures.
  • Preparation of budget line wise BVA as required by LFA and for monthly Pro-Rev meetings.
  • Support program team in finance and compliance related matters associate to TGF grant
  • Prepare Monthly Cash Flow for Global fund for disbursement funds to SRs and MC GF expenses.
  • Re-classification of GF expenses for accurate expense reporting.
  • Financial monitoring visits of GF SRs with coordination from compliance coordinator.
  • Any other task assigned.

Accountability

Reports Directly to:  Senior Coordinator Finance and Subawards

  • Works Directly with:  Program and Operations teams, Finance team

Knowledge and Experience

  • At least 3 years of progressive financial management experience is required.
  • CA/ACCA/ICMA/CPA (at a minimum Partly Qualified), MBA or equivalent in accounting or finance is required. 
  • At least 2 years of experience in grants management as well as an understanding of donor regulations is required. (USAID, EC, The Global Fund)  
  • Experience working with sub grants and contract management is required.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports. 
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Prior management experience and strong organizational skills.
  • Excellent oral and written English skills are required.
  • Urdu language skills and prior experience in Pakistan or South Asia
