1.       Objectives of the Consultancy:

Under the overall guidance and supervision of the Chief Executive Officer & indirect reporting to Manager Media & Communications, the Communications, Behaviour Change Communication and Community Outreach Consultant is tasked with organising and overseeing the organisational interactions with media agencies. This involves tasks such as writing insightful articles and developing press releases and ensuring their publication in top-rated national and regional newspapers and magazines. The consultant (s) will be required to manage press briefings and arrange interviews for organisational representatives with government officials and other relevant parties across various media outlets. The responsibilities also involve engaging and coordinating with the local media outlets where the organisation is carrying out its projects. Additionally, the role entails enhancing the capacities of implementing partners to effectively engage local media for promoting visibility of projects funded and led the organisations. The consultant will also be required to develop informational materials and supervise the creation and distribution of impactful media campaigns through various platforms like print, electronic, and digital media, including radio broadcasts and developing media monitoring reports as and when required. This diverse role requires exceptional skills, strategic communication proficiency, and a firm dedication to enhancing community engagement and collaboration across varied geographical areas.

Scope of Work:

The Consultant shall perform the following tasks:

  1. Devise a mass media communication action plan aligned with the organization’s communication strategy to enhance organization’s visibility and online and mass media presence, increasing engagement for improved reach, visibility, and support for decision-making, image building, advocacy, and awareness initiatives.
  2. Assistant in demonstrating a strategic approach in promoting the collective contributions of aligning PPAF’s organizational strategic outcomes and building positive relationships with key stakeholders and partner organizations.
  3. Organize regular media engagements, exclusive interviews, press conferences involving organization’s officials to showcase activities of the organisation, support advocacy initiatives related to policy reforms, civil society organisations, humanitarian contributions, and their significant role in national development.
  4. Sensitize renowned journalists on the substantial contributions of PPAF partner organizations to establish Media Working Groups (MWGs) at the national level, shaping public opinion on impact on national development and socio-economic conditions of poor and marginalized communities in Pakistan.
  5. Draft and get published press release on major happenings and activities including events, agreement signing, project launches etc.
  6. Coordinate placement of the senior officials in electronic media including TV and radio, prepare an interview management / coordination spreadsheet and talking points for participating officials.
  7. Liaise with the internal teams to identify newsworthy initiatives and write insightful articles in Urdu and English and ensure their publication in the reputable media outlets plan list of articles featuring various initiatives.
  8. Work with electronic channels for documenting and broadcasting beneficiary stories.
  9. Organize the PPAF Communication Working Group to enhance effective coordination among communication leads from PPAF stakeholders and partner organisations, jointly develop a centralized communication strategy, and address the network's communication needs, priorities, and challenges.
  10. Collect media content produced throughout the month and compile a report that includes links to both print and electronic coverage of the activities featured by the media Provide support in monitoring and evaluating the impact of communication efforts, teamwork to foster a collaborative and efficient work environment, and drive continuous improvement in communication strategies and outcomes for effective community outreach.
  11. Assist in crafting and execute comprehensive communication strategy to raise awareness among the masses and to support policy reforms initiatives effectively. This involves understanding audience segments, designing tailored messages, and choosing appropriate communication channels to influence behaviour, attitude, and practices of intended communities positively.
  12. Coordinate efforts across provinces, ensuring a consistent and united approach to synergise activities to uplift socio-economic conditions of marginalised communities. This includes sharing best practices, aligning strategies, and facilitating joint initiatives.
  13. Develop and implement effective crisis communication strategies to ensure timely, transparent, and coordinated responses during emergencies/challenging situations, maintaining stakeholders trust and enhancing organizational resilience.
  14. Build and maintain relationships with various research institutes, religious forums, thinktanks, public and private institutions, civil society organizations, community-based organizations, volunteer networks, media houses and international stakeholders to enhance the organisational outreach, gather support, and leverage external expertise.
  15. Assist in creating and implementing programmes to engage with educational institutions and youth. This involves organising workshops, seminars, and outreach programmes to educate and involve youth in social change process.
  16. Engage directly with communities at the grassroots level to share knowledge, to include their behaviours and attitudes towards desired goals and objective of the programs. This involves organizing local events, community dialogues, and outreach programs that are culturally sensitive and tailored to the needs of different communities.
  17. Oversee the development and dissemination of effective media campaigns across various platforms, including social media and mass media. This involves crafting messages, selecting appropriate mediums, and monitoring campaign impact.
  18. Sensitise renowned journalists on the substantial contributions of the organisation and its partner organisations and establish Media Working Groups (MWGs) at the regional and national level for enhancing visibility of initiatives aimed at addressing national development objectives and highlighting their positive impact on socio-economic conditions of poor and marginalised communities in Pakistan.
  19. Identify and explore opportunities to build capacity of government officials, academia, religious leaders, lawyers, civil society on strategic communication in crisis situations, alternate dispute resolution, enhancing their skills in managing information dissemination and public relations during crises.
  20. Develop initiatives/ rational/ concept notes to strengthen community policing, enhancing collaboration between law enforcement agencies and local communities to build trust, gather intelligence, and prevent radicalization.
  21. Undertake frequent travel to facilitate direct engagement with stakeholders and establish a strong network of partners and collaborators. This will involve attending meetings, conferences, and conducting site visits to ensure impactful visibility of initiatives across the country.
  22. Any other task assigns by the Line Manager/Senior Management.

 2.       Qualifications and Experience:

  1. Possessing an advanced degree (such as a Graduate or Master’s) in Mass Communication or related fields provides a strong theoretical foundation for the strategic and practical aspects of communication and outreach efforts.
  2. At least 15 years' overall experience with 10 years' in relevant field
  3. Proven track record of effectively coordinating and crafting compelling news articles for media in English and Urdu including excellent editing skills in both languages.
  4. Experienced in developing speaking notes for officials participating in talk shows, press briefings etc.
  5. Experience in collaborating with government institutions on projects aimed at promoting the national narrative, building an inclusive society, and fostering social cohesion. This includes strategic initiatives designed to enhance public understanding and support for policies and programmes that contribute to national unity and stability.
  6. Demonstrated experience in these areas, especially within contexts related to counter violent extremism, social cohesion, women empowerment, or similar high-impact fields, is crucial. This experience should include designing and executing communication strategies that effectively engage and mobilize communities.
  7. Practical experience in developing and implementing Social and Behaviour Change Communication strategies, showcasing the ability to influence public attitudes and behaviours towards positive outcomes.
  8. Support for work with minorities.
  9. Proven skills in training and mentoring individuals and groups, reflecting the capacity to build capacity within the team and among stakeholders.
  10. Knowledge and experience in developing and disseminating media campaigns, utilizing both traditional and non-traditional media to maximize reach and impact.
  11. Experience in working with national/international/ public sector organizations at an international level, and a comprehensive understanding of the dynamics of donor-funded projects.
  12. Established relationships with key media outlets at both national and regional levels, enabling effective dissemination of the Centre’s messages and campaigns to a wide audience.
  13. Strong understanding of both national and international media landscapes, ensuring effective print and electronic media engagement strategies that leverage current trends, platforms, and best practices for maximum visibility and impact.
  14. Preference for candidates with international experience in Social Behaviour Change Communication (SBCC), and its implementation for community mobilization and policy advocacy.
  15. Experience in conducting community outreach programme (nationwide), with a focus on grassroots engagement. This demonstrates an ability to understand and navigate diverse cultural landscapes.
  16. Fluency in English and Urdu is essential, with knowledge of regional languages considered an asset, facilitating effective communication across diverse communities.
  17. Able to take initiative and work well independently and as part of a team.

  4. Understanding and respecting diverse cultures, norms, and values is essential for effectively engaging with various communities and stakeholders.
  5. Strong skills in networking and public relations are necessary for building and maintaining partnerships and collaborations across a wide range of stakeholders.
  6. The ability to create a positive, inclusive, and collaborative work environment, promoting teamwork and encouraging mutual support among team members.
