Consultancy Assignment: Undertake Research study on Barriers to Access & Uptake of Public Sector GBV and SRH Services by Women Survivors of Violence in Balochistan

Consultancy Objectives:

  • To strengthen the capacity of researchers and enumerators, and ensure high-quality, ethical, and context-sensitive data collection on barriers to accessing public sector GBV services in Balochistan.
  • To support translation, analysis, and reporting processes that produce a credible, evidence-based research report with actionable recommendations for policy and programming
Scope of Work:
 
The consultant will provide technical, supervisory, and analytical support to a research study on Barriers to Access & Uptake of Public Sector GBV and SRH Services by Women Survivors of Violence in Balochistan. The role involves supporting training, field monitoring, coordination, translation, analysis, and final reporting.
 
Main Responsibilities:

Training Content Development & Delivery:

  • Collaborate with the Lead Consultant to draft training content, session plans, detailed agendas, PowerPoint presentations, and participant manuals.
  • Contribute to designing practical exercises, group work, and role-plays to strengthen the capacity of researchers and data enumerators.
  • Facilitate sessions during a three-day capacity-building Workshop in Quetta, ensuring interactive delivery and clear understanding of data collection tools and methodologies.
  • Document the training process and produce a training report, highlighting participant feedback, challenges, and recommendations for future trainings.

Field Monitoring & Supervision:

  • Undertake monitoring visits to all nine target districts during the data collection phase.
  • Observe and assess the field data collection process, ensuring adherence to research protocols, ethical guidelines, and quality standards.
  • Provide real-time guidance and coaching to researchers and enumerators to address field challenges such as respondent reluctance, access barriers, or logistical issues.
  • Identify and document effective strategies and good practices in data collection that can be replicated in similar contexts within Balochistan.
  • Submit short monitoring notes after each visit, capturing observations, gaps, and immediate corrective actions taken.

Research Support & Coordination:

  • Support the organization of nine Key Informant Interviews (KIIs) in targeted Districts including Quetta, ensuring proper selection of respondents, preparation of interview guides, and high-quality data recording.
  • Actively participate in Technical Advisory Group (TAG) meetings and other research team coordination meetings, contributing insights from training, monitoring, and field experiences.
  • Organize and facilitate debriefing meetings with researchers, enumerators, and the Research Coordinator after each field phase to reflect on challenges, lessons learned, and improvements.
  • Maintain close coordination with the Lead Consultant, Research Coordinator, and field teams to ensure smooth progress of research activities.

Translation & Data Management:

  • Translate and revise all final Urdu research tools into English, ensuring technical accuracy and consistent terminology.
  • Review and quality check translated materials to confirm cultural and contextual appropriateness.
  • Contribute to the data cleaning and analysis process in coordination with the Lead Consultant, ensuring accuracy and relevance in emerging findings.
  • Provide structured inputs into the first draft of the research report, drawing from field observations, analysis, and monitoring findings.

Reporting & Dissemination:

  • Review draft versions of the research report, incorporate feedback from stakeholders, and contribute to finalizing the report.
  • Participate in post data collection and data analysis workshop for feedback and de briefing.
  • Ensure the report highlights key findings, successful practices, and recommendations that can inform future programming and policy.
  • Actively participate in the launch event of the final research report, including presentations, Q&A sessions, and discussions with stakeholders.
  • Provide a reflection note post-launch, summarizing the consultant’s contributions and key takeaways.
  • Undertake any other task related to the research study as assigned by the Project Focal Person or Lead Consultant.
  • Maintain flexibility to adapt responsibilities as per emerging needs of the research process.

Key Deliverables:

  1. Developing Training content package (agenda, presentations, manual), Training conducted with data collection team - 4 days
  2. Support in Formation of TAG and developing TORs, TAG/coordination meeting participation notes - 2 days
  3. Final Urdu research tools translated into English, Quality-checked research tools ensuring contextual and technical accuracy - 2 days
  4. Inputs for data cleaning, analysis, and draft report, Documentation of good practices in data collection - 2 days
  5. KIIs conducted and documented - 2 days
  6. Monitoring reports/notes from nine district visits - 3 days
