Pathfinder International – Pakistan invites qualified firms/consulting organizations to submit sealed proposals for conducting the Endline Assessment of the Qadam Ba Qadam (QBQ) Project – Strengthening Health Systems to Increase Access to Post-Pregnancy Family Planning.

Scope of Work:
The selected firm will conduct a comprehensive endline evaluation of the QBQ Project across Pakistan, assessing impact, effectiveness, sustainability, and lessons learned. The evaluation will apply a mixed-methods approach, including review of family planning data, key informant interviews, and data analysis, covering all four provinces (Sindh, Punjab, KP, Baluchistan).

Period of Performance: 1st November 2025 – 15th January 2026

Location : All Over Pakistan
Estimated LOE: 60 days

Estimated Activity Budget (PKR 4,000,000 (inclusive of tax and logistics)

Eligibility Requirements:

• Proven experience (5–10 years) in conducting evaluations of large-scale projects, preferably in health and family planning.
• Strong technical expertise in mixed-methods evaluation, quantitative and qualitative analysis.
• Demonstrated past performance with INGOs/UN or similar organizations.
• Adequate technical resources, software, and qualified evaluation team.
• Valid registration with local authorities. 

Proposal Submission Process:

This is a two-envelope process:

1. Technical Proposal – sealed and clearly marked "Technical Proposal, RFP #48101, [Firm Name]"
2. Financial Proposal – sealed and clearly marked "Financial Proposal, RFP #48101, [Firm Name]"
   Both sealed envelopes must be enclosed in a single outer envelope marked with the firm’s name, RFP number, and title of services.
