Job Summary:
We are seeking a qualified and motivated Project Engineer to support PMS’s humanitarian flood response interventions. The role will focus on the design, implementation, and monitoring of WASH facilities, Cash-for-Work (CFW) schemes, and Build Back Better (BBB) infrastructure solutions to enhance community resilience. The position requires expertise in civil engineering, participatory community engagement, and experience in humanitarian and early recovery contexts.
Key Responsibilities:
1. Infrastructure Development & Monitoring
- Lead the technical design and supervision of flood response infrastructure including community water supply, sanitation systems, and rehabilitation of small scale infrastructure schemes.
- Provide technical support for Cash-for-Work (CFW) activities, ensuring compliance with safety and quality standards.
- Ensure that Build Back Better (BBB) principles are integrated into all infrastructure works drives to rehabilitation.
2. Planning & Documentation
- Conduct needs assessments, technical surveys, and feasibility studies for flood-affected sites.
- Prepare BoQs, technical drawings, and work plans in alignment with humanitarian and donor standards.
- Track material usage, contractor performance, and progress reporting with detailed documentation.
3. WASH & Humanitarian Response
- Support the rehabilitation and rehabilitation of safe drinking water sources, sanitation facilities, and hygiene infrastructure in affected communities.
- Provide technical oversight to ensure WASH facilities are safe, gender-sensitive, and disability-inclusive.
- Work closely with hygiene promotion teams to integrate infrastructure with behavior change activities.
4. Community & Stakeholder Coordination
- Collaborate with Village Development Committees (VDCs), Project Management Committees, and local authorities for participatory planning and implementation.
- Facilitate the establishment of Operations & Maintenance (O&M) committees to ensure sustainability of WASH and DRR interventions.
- Build community ownership through awareness sessions on BBB, infrastructure use, and maintenance.
5. Compliance, Safeguarding & Accountability
- Ensure adherence to Sphere Standards, WASH cluster guidelines, and PMS policies.
- Promote gender-responsive, disability-inclusive, and environmentally sustainable design principles.
- Ensure all engineering activities comply with safeguarding, child protection, and accountability frameworks.
Job Specifications:
Education & Knowledge:
- Bachelor’s degree in Civil Engineering (BSc) or Diploma of Associate Engineering (DAE).
- Knowledge of humanitarian response standards (Sphere, WASH Cluster, DRR, BBB).
- Familiarity with Cash-for-Work (CFW) and market-based infrastructure approaches.
Work Experience:
- At least 3+ years (BSc) or 5+ years (DAE) of relevant experience in humanitarian/development projects, preferably in flood response, WASH, or DRR-related infrastructure.
- Experience in rural, disaster-affected, or low-resource settings.
Skills & Competencies:
- Proficient in AutoCAD, MS Project, and engineering tools for design and monitoring.
- Strong planning, supervision, and contractor management skills.
- Effective communication and coordination skills with communities and stakeholders.
- Ability to work independently, under pressure, and across multiple sites.
- Commitment to safeguarding, child protection, gender equality, and humanitarian principles.
