We are writing to invite your esteemed firm to submit a proposal for providing independent technical evaluation services for the tender process related to the Construction of a Hospital at Dadyal Mirpur, Azad Jammu & Kashmir (AJ&K).

This invitation follows the Tender Invitation Notice we issued in national newspapers on 1st July 2025. We have received bids from various contractors and now require the services of a highly qualified and experienced consulting firm to conduct a fair, impartial, and rigorous technical evaluation of the submitted proposals against the criteria outlined in the tender documents.

Scope of Services Required:

The selected consultant will be responsible for:

1. Conducting a detailed technical evaluation of all bids received in response to the aforementioned tender.
2. Assessing each bid's compliance with the technical specifications, drawings, and requirements detailed in the tender documents.
3. Evaluating the bidders' technical capacity, relevant experience, project methodology, proposed work plans, and key personnel qualifications.
4. Preparing a comprehensive Technical Evaluation Report, summarizing the findings, scoring/ranking of each bidder, and providing a clear recommendation for technically qualified bidders.
5. Presenting the evaluation findings to our tender committee, if required.

Submission of Proposal:

Interested consulting firms are requested to submit their proposals, which should include the following:

1. Company Profile: Overview of your firm, its history, and areas of specialization.
2. Relevant Experience: Details of similar projects where you have provided technical evaluation services, particularly for public sector construction or healthcare projects.
3. Proposed Methodology: Your approach and methodology for conducting the technical evaluation.
4. Financial Proposal: A detailed breakdown of your fees for the complete scope of services.
5. Delivery Time: Time required to furnish the desired results.
