Background


The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month (2021 – 2025) program funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance(TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.

Job Summary

Revenue mobilisation is one of the key workstreams of the REMIT programme and REMIT aims to enhance Pakistan’s revenue mobilisation through a range of interventions. The Intervention Manager will work closely with the Revenue Mobilisation Lead and other key members of the team to facilitate seamless implementation of key interventions under the Revenue Mobilisation workstream, ensuring efficiency and accountability of delivery.

This is a full time position for 18 days per month based in Islamabad.

Key responsibilities include:

  • To support on-going interventions in the workstream, working closely with the Revenue Mobilisation Lead and STTA to ensure timely production of deliverables.  

  • Develop terms of reference for activities under the workstream as well as for short term consultants to be engaged in activities.

  • Ensure timely delivery of tasks and deliverables to a high quality and within budgets.

  • Managing risks related to project delivery and flagging risks to the Lead where needed and in a timely manner.  

  • Coordinate and regularly engage with relevant government and other stakeholders on on-going interventions.

  • Develop quality relationships with government counterparts, leading on day-to-day engagement at the delivery level.  

  • Arrange meetings and interactions with programme stakeholders.

  • Support development of tools and processes that will enable the delivery of quality interventions.  

  • Ensure results and learnings are captured to enable high quality decision making and reporting requirements.

  • Facilitate information, documents, data and progress needs by component leads and wider REMIT team.

  • Support in work-planning and quarterly reporting to FCDO.  

  • Support reporting for the workstream including developing presentations, developing reporting templates, quality assurance, desk research, risk assessments, and performance analytics.


Qualifications and competencies

  • Candidates must hold either a two-year Master’s or a four-year bachelor's degree in public administration, Business Administration, Public Policy or Economics.  

  • At least 5 years' experience of working with national tax administrations, revenue authorities, or government agencies.

  • Well versed with the structure, functions and systems of the Federal Board of Revenue (FBR) as well as strong knowledge of government operations of FBR.

  • Ability to align FBR, REMIT, and consultant/STTA teams on goals, timelines, and compliance requirements.

  • Ability to meet strict deadlines, manage budgets, and ensure deliverables.

  • Expertise in project management, stakeholder engagement, and data analytics.

  • Exceptional communication, leadership, and problem-solving skills.

  • Strong risk management, problem-solving, and decision-making abilities.

  • Ability to engage with senior-level government officials, and to facilitate the process of getting things done vis-à-vis timelines, responsibilities, and resources required to deliver individual actions

  • Ability to prepare and present comprehensive progress reports and updates to the Senior leadership in FBR.

  • Excellent record keeping, report writing, communications, and presentation skills.

 

Reporting

  • The project manager will report to REMIT’s Revenue Mobilisation Lead.
