ROLE PURPOSE:
Under the general direction and guidance of the Director Influencing & Impact, the Health and Nutrition Advisor will ensure all SCI Pakistan Health and Nutrition programming is of excellent technical quality, attracts significant donor funding and contributes to national and global learning, advocacy, and programme development.
The post holder is expected to provide technical advice and support to project staff based in implementation provinces/districts to ensure health and nutrition programme objectives are successfully achieved for both curative and prevention components in health and nutrition interventions. The post-holder will also contribute to the development and review of the health and nutrition programmes direction including expansion to Community Based Health and Nutrition Programming.
S/he is expected to support/ lead the implementation of thematic projects and provide technical backstopping to partners and ensure programming objectives are successfully achieved. This includes frequent field visits to support partner staff capacity building and high-quality program implementation.
S/he is accountable for Donor Mapping and fund raising with respect CSP targets (accountability against funding targets).
To ensure cross-sectoral integration and program coherence, the Health and Nutrition Technical Advisor, in coordination with Director I&I will work closely with other technical advisors and MEAL Unit on building capacity and knowledge to achieve the Survive breakthrough. S/he will also collaborate closely with the advocacy team where appropriate and represent Save the Children in national forums.

Thematic Area Leadership & Strategic Planning
- Under the leadership of Director I&I, supports the country office’s strategic direction on Health, Nutrition and Population based on the evidence gathered ensuring integration of Save the Children’s theory of change, common approaches, strategic goals and best practises in the strategy and programme delivery.
- Regularly and pro-actively, analyses the health, Nutrition and Population situation in the country and feeds this into the country office’s assessment and planning process upon which to design and improve programmes.
- Identifies opportunities for innovations based on evidence and utilise these evidence-based results when designing Health, Nutrition and Population programmes.
- Actively participates in global and regional Save the Children discussions on Health, Nutrition and Population programming, ensuring that country office priorities are aligned with the global initiatives and best practises or areas requiring further support are pro-actively shared.
- Thematic capacity statements and fund-raising strategy ( identify must wins)
- Accountable for consortiums formation and strategic partnership.
Programme Development
- Develop and contribute quality thematic write ups for the proposals, including Log frames and Budgets, inclusion of best & common approaches
- Donor Mapping and fund raising with respect CSP targets
- Supports the design of quality health, nutrition and population proposals and technical budgets, coordinating with other technical and implementation staff.
- Ensure proposals meet SCI and sector standards and are in line with strategic goal and SCI approaches.
- Build on technical knowledge, evidence, research, and current/previous programming to lead the development of innovative proposals and programmes in close coordination with other teams.
Technical Oversight and Backstopping
The role holder will be the key focal point for project managers, operational team and partners for quality aspects of program Implementation and will:
- Support/ lead the implementation of thematic projects
- Be responsible to provide project scoping document outlining design aspects of project interventions.
- Provide technical backstopping and support for the implementation of on-ground projects, ensuring that the project's objectives and deliverables are achieved in line with Quality Benchmarks.
- Provide technical support for defining SoPs for program interventions, vulnerability criteria for beneficiaries’ assessment and selection and ToRs for program studies and evaluations.
- Accountable for the thematic activities and shared responsibility with Budget Holders during the BVA meetings.
- Shared responsibility for budget phasing, forecasting and Master budget planning along with Budget Holder, awards, and finance team.
Programme Quality and Effectiveness
- Develop and ensure thematic quality benchmarks, spot checks, and led the improvement plans with the partners
- Support localization agenda, by on-site support to partners in the field.
- Serve as the lead technical resource in innovative, creative, and sustainable programming on Health, and Nutrition including iCCM, CMAM, IYCF-E, MIYCAN and Behavioural Change aspects.
- Build the capacity, knowledge, understanding and confidence of field teams and partners to achieve the required quality standards in Health and Nutrition work by developing, adapting, and sharing relevant tools, designing training modules and supporting the implementation and understanding of quality benchmarks including on the job technical mentoring.
- Support evidence-based learning for programme development, innovation, improvement, and advocacy, including technical inputs into nutrition assessments (including Baseline/Endline Evaluations, KAP, SMART and SQUEAC surveys).
- Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure quality MEAL systems and frameworks for health and nutrition programmes are in place.
- Ensure accountability is considered throughout the design and implementation of the programmes especially in terms of child safeguarding as well as ensuring child participation in the design, implementation, and monitoring of the programmes where possible.
- Works closely with partner organizations to ensure that partners have required technical knowledge and skills to implement quality programs on ground.
Monitoring & Evaluation (M&E)
- Accountable for conducting assessments, mid term and final project evaluations, lead in writing donor progress & project completions reports.
- Work with the M&E team to ensure effective tracking of project outcomes, ensuring the collection of accurate data and its proper analysis.
- Provide technical guidance on monitoring mechanisms to ensure that projects meet their objectives and KPIs.
- Ensure that quality benchmarks for project interventions are defined at project design stages and adhered during the entire implementation cycle of project interventions.
- Conduct regular field visits to assess project implementation, identify issues, and recommend solutions.
Capacity Building & Training
- Lead the capacity assessment and trainings, and leading on training material development.
- Design, adapt, and oversee the development of training and communication materials for program activities.
- Provide technical training to project teams and local partners to build their capacity for high-quality project delivery.
- Facilitate workshops and training sessions to strengthen field staff skills, particularly in areas related to technical aspects of the project.
Stakeholder Engagement
- Provide technical input during donor meetings and donor visits to the field to ensure project alignment with donor expectations and funding requirements.
- Collaboration with Relevant ministries, working group, task force, donor groups, and others relevant stakeholders by establishing MOUs
Risk Management & Problem Solving
- Develop mitigation strategies and provide solutions to any technical challenges or problems encountered during project implementation.
Reporting & Documentation
- Prepare regular progress reports for internal and external stakeholders, including donors, senior management, and government authorities.
- Document best practices, lessons learned, and technical innovations for internal knowledge sharing and reporting.
Working Group representation and networking
- Represent SCI at the national and provincial Health, Nutrition and Population TWG, as well as other working groups where appropriate, sharing ideas, updates and advocating for action where necessary.
- Develop and maintain appropriate coordination mechanisms.
- Participate in relevant working groups, task forces, seminars, and related fora in the thematic area, and among donors, UN agencies, International NGOs, and national and sub-national government counterparts in coordination.
- Participate in other relevant working groups (SRH SWG), task forces (SUNCSA), seminars and related fora in the thematic areas.
