Job Description

Title: CBP Counsellor (Female/Male)
Reporting to: Project Co-ordinator
Duty Station: Field-Based
Unit: Programme
Section: Protection

 

Summary of Key Functions

The CBP Counsellor will be responsible for coordinating and supporting field operations, including community-based protection (CBP) activities, while assisting the Project Co-ordinaor in overseeing Outreach Volunteers (OVs) and community structures. This role will focus on ensuring smooth communication, collaboration, and effective implementation of project activities, with an emphasis on ensuring that all field teams are aligned with the programme’s goals. The CBP Counsellor will provide technical support and guidance to the OVs and protection committees to ensure quality services and interventions at the community level.

 

Roles and Responsibilities

  • Prepare work/activity plans and submit regular reports to the relevant authorities.
  • Follow up on all activities implemented in assigned areas/projects.
  • Disseminate information and coordinate between management, field staff, and co-partners.
  • Provide capacity building and on-the-job training to Outreach Volunteers and community protection structures.
  • Supervise Outreach Volunteers and provide technical support as needed.
  • Maintain and regularly update records of community profiles, service provider mappings, PSNs, and other related information.
  • Support and strengthen community-led initiatives and contribute to self-reliance processes in the intervention areas.
  • Conduct regular verification of PSN listings.
  • Facilitate and conduct FGDs, participatory appraisals, protection and emergency assessments, and act as interpreter during field visits when required.
  • Report on all field activities including FGDs, assessments, incident and emergency response reports, success stories, and evidence of positive social/behaviour change.
  • Coordinate with co-partner organisations, particularly in emergency response planning and implementation.
  • Identify and refer individual cases through appropriate referral mechanisms for timely support.
  • Establish referral pathways at the urban level and provide recommendations for district-level improvements to the Project Co-ordinaor.
  • Consolidate field activities and monitor progress towards project goals and indicators.
  • Organise commemorative events in collaboration with other stakeholders and co-partners.
  • Arrange field visits in coordination with relevant authorities, ensuring proper delegation of responsibilities.
  • Identify service gaps and provide effective recommendations to supervisors or project management.
  • Perform any other duties assigned by the supervisor or management.

 

Qualification & Experience

  • Education: Bachelor’s degree in Social Work, Psychology, or relevant Social Sciences.
  • Experience: Minimum 4 years of experience in the development or humanitarian sector, preferably in refugee protection and community mobilisation.
  • Skills:
    • Experience working with PSNs, PWDs, and refugee communities.
    • Sound understanding of protection principles, psychosocial support, case management, and community engagement.
    • Excellent communication, coordination, and problem-solving skills.
    • Proficient in maintaining records and analysing community trends.
  • Language: Fluency in Urdu and Pashto is essential; knowledge of Dari is an asset.
  • Computer Skills: Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Personal Qualities: Empathetic, culturally sensitive, proactive, and capable of working independently under field conditions and pressure.
