 Introduction/Background                                                                                                                                      

Pak Mission Society (PMS) is a national relief and development, non-governmental, and not-for-profit organization established in 2004 and registered on 13th February 2008 under the Societies Registration Act 1860.  Since its establishment, PMS has reached and served unreached and underprivileged communities regardless of race, gender, ethnicity, class, religion, and social background. PMS has also a triannual Memorandum of Understanding that is also referred to as NOC from the Economic Affairs Division (EAD), that allows work status until November 2024.  Moreover, PMS has secured three years’ membership with the Pakistan Centre for Philanthropy (PCP) after completing its qualifying partnership rounds as well. 

 

The Pak Mission Society (PMS) under its project Solid Waste Management, Income Generation and Environment Protection in Islamabad and Rawalpindi (CLEAN) requires the services of a qualified consultant/firm to develop a Training of Trainers (ToT) manual and conduct a training program on solid waste management, circular economy, and the 5 Rs of sustainability. This initiative aims to empower community representatives, students, teachers, and other stakeholders in Rawalpindi and Islamabad to become champions of sustainable waste management practices.

 

 Objectives                                                                                                                                                                    

The primary objectives of this consultancy are to:

 

  • Develop a comprehensive and practical Training of Trainers (ToT) manual on solid waste management, circular economy, and the 5 Rs of sustainability.
  • Conduct ToT programs for 100 participants, including community representatives, students, teachers, and other stakeholders, equipping them with the knowledge and skills to effectively train others.
  • Promote the adoption of sustainable waste management practices within the target communities.
  • Enhance the capacity of participants to implement circular economy principles.

 

 Scope of Work                                                                                                                                                             

     1.      Development of ToT Manual (including Awareness Session Manuals):

  • Conduct a desk review of relevant literature, best practices, and existing training materials on solid waste management, circular economy, and the 5 Rs of sustainability (Reduce, Reuse, Recycle, Refuse, Repurpose) in Pakistani context.
  • Develop a detailed ToT manual (including Awareness Session Manual), including:
    • Introduction to solid waste management, current state of solid waste management in Pakistan, circular economy, and the 5 Rs of sustainability.
    • Detailed explanation of each of the 5 Rs with practical examples.
    • Information on waste segregation, collection, transportation, and disposal methods.
    • Concepts and principles of circular economy, including resource efficiency, product lifecycle, and waste as a resource.
    • Strategies for promoting behavior change and community engagement.
    • Training methodologies, including interactive exercises, group discussions, case studies, and practical demonstrations.
    • Tools and techniques for effective training delivery, including presentation skills, facilitation techniques, and adult learning principles.
    • Monitoring and evaluation methods for assessing training effectiveness.
    • Adaptation of the manual for different target groups (community representatives, students, teachers, youth, minorities etc.).
    • Include any relevant local regulations and policies related to solid waste management.
    • Ensure the manual is clear, concise, user-friendly, and culturally appropriate.
    • Ensure the manual is evidence based and mentions best practices and Pakistan specific case studies.
    • Submit a draft manual for review and incorporate feedback from Program Manager and Head of Programs.
    • Finalize the ToT manual based on the feedback received.

 

2. Conducting the ToT Program:

  • Develop a detailed training agenda and schedule, including session plans for the ToT program.
  • Prepare all necessary training materials, including presentations, handouts, visual aids, and practical exercises.
  • Deliver a comprehensive ToT program for 100 participants.
  • Facilitate interactive learning sessions, encouraging participant engagement and knowledge sharing.
  • Provide guidance and support to participants in developing their own training skills.
  • Conduct pre- and post-training assessments to measure participant learning and knowledge retention.
  • Address participant questions and provide ongoing support during the training.
  • Submit a training report, including participant feedback, key outcomes, and recommendations for future training programs.

The consultancy is expected to be completed within the following time frame:

  • Start Date: 20th June, 2025
  • End Date: 24th July 2025

 

 Deliverables                                                                                                                                                               

The Contract services are expected to cover the following:

 

1)      Inception Report with Work Plan – Overview of the consultant’s understanding, methodology, and work plan.

2)      Desk Review and Manual Outline – Summary of literature and proposed structure of the ToT manual (including awareness sessions manuals).

3)      ToT Manual, covering core topics and training methodology.

4)      Training Materials – Complete set of training tools, presentations, and handouts.

5)      Delivery of ToT – Facilitation of in-person ToT for 100 participants in 4 sessions.

6)      Training Report – Summary of training outcomes, participant feedback, and recommendations.

7)      Pre and Post training evaluation to measure the impact of these training.

8)      Define roles and responsibilities of Green Champions and their future roadmap.

Selection Criteria                                                                                                                                                        

The consultant/firm must demonstrate the following qualifications and expertise:

 

1)      The consultant must have relevant academic qualifications in environmental sciences, sustainability, waste management, or related fields.

2)      Demonstrated experience in developing training manuals and conducting trainings on solid waste management, circular economy, or sustainability is essential.

3)      Proven knowledge and understanding of the 5 Rs of sustainability and circular economy concepts will be highly valued.

4)      The proposed methodology and work plan should reflect a clear understanding of the assignment and an effective, results-oriented approach.

5)      Strong facilitation and communication skills, particularly in delivering participatory and interactive training sessions, are required.

6)      Only applicants meeting the minimum technical score threshold will be considered for financial evaluation.

7)      The financial proposal should be cost-effective, realistic, and aligned with the scope of work.

8)      Final selection will be based on a combined assessment of technical merit and financial value.

-          The financial proposal must be submitted in PKR with tax.
