CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Shelter and WASH Advisor is expected to provide technical backstopping to partners and ensure programming objectives are successfully achieved. This includes frequent field visits to support partner staff capacity building and high-quality program implementation. S/he will facilitate the development of the Pakistan Country Office strategies on Shelter and WASH, ensuring their integration with other sectors, including health, nutrition, education, food security and livelihoods (FSL), climate change, and protection, and work with sector leads to drive effective roll-out.

The Shelter and WASH Advisor will also collaborate closely with the advocacy team where appropriate and represent Save the Children in national forums, such as the national clusters on Shelter and WASH. Will be accountable for thematic implementation through partners.

KEY AREAS OF ACCOUNTABILITY:

The TE Shelter and WASH has the following responsibilities:

Technical Leadership

  • Provide technical leadership for WASH and Shelter for the Country Office, ensuring integration with Health, Nutrition, Protection, Food Security and Livelihoods (FSL), Climate Change, and Education
  • Lead the development and implementation of the WASH and Shelter components of Save the Children Pakistan's country strategy, clearly mainstreaming gender, disability inclusion, and equity to ensure safe and inclusive access to services.
  • Conduct ongoing analyses of WASH and Shelter needs in Pakistan to guide strategic decision-making.
  • Donor Mapping and fund raising with respect CSP targets (accountability against funding targets)
  • Technical working group representation,
  • Thematic capacity statements and fund-raising strategy (identify must wins)
  • Build on technical knowledge and understanding of emergency WASH, Shelter, and Construction requirements to develop proposals for new programming.
  • Leverage community and partner information to ensure programming reflects community priorities and aligns with government policies.
  • Analyze donor priorities and positions on WASH and Shelter, identifying institutional funding opportunities.
  • Develop and maintain relationships with potential donors, partners, and key technical agencies.
  • Ensure that current and new partnerships uphold program quality standards and support partner capacity-building for effective implementation.
  • Collaborate with sector leads to ensure effective integration of WASH and Shelter strategies with other program areas.
  • Promote and advocate for gender, disability inclusion, and equity across all programming.
  • Represent Save the Children in relevant national forums and clusters to strengthen technical leadership and visibility.

Technical Oversight and Backstopping:

The role holder will be the key focal point for project managers, operational team and partners for quality aspects of program Implementation and will:

  • Support/ lead the implementation of thematic projects and Accountability for thematic implementation through partners 
  • Develop and ensure thematic quality benchmarks, spot checks, and led the improvement plans with the partners
  • Support localization agenda, by on-site support to partners in the field.
  • Be responsible to provide project scoping document outlining design aspects of project interventions.
  • Provide technical backstopping and support for the implementation of on-ground projects, ensuring that the project's objectives and deliverables are achieved in line with Quality Benchmarks.
  • Provide technical support for defining SoPs for program interventions, vulnerability criteria for beneficiaries’ assessment and selection and ToRs for program studies and evaluations.

Program Design & Quality

  • Develop and contribute quality thematic write ups for the proposals, including Log frames and Budgets, inclusion of best & common approaches
  • Provide technical leadership and support for Shelter and WASH programming at Save the Children Pakistan, requiring regular travel to operational areas.
  • Monitor and provide timely, accurate input on Shelter and WASH programming, ensuring alignment with SCI WASH, shelter and construction policies, quality benchmarks and guidelines, gender equity, and inclusion. Promote innovation and a culture of quality programming.
  • Work closely with the Program Operations department to ensure staff and partners receive necessary technical support, advice, training, and tools to deliver high-quality programs.
  • Analyze and provide feedback on program implementation and training to ensure compliance with technical standards and gender equity principles.
  • Develop tools and provide access to technical training for staff and partners. Offer technical coaching and share relevant resources to enhance partner capacity.
  • Work with MEAL to recruit and manage external consultants for technical support, monitoring, and evaluation.
  • Review donor monitoring reports to ensure technical quality and alignment with program objectives. Support staff in improving report writing skills.
  • Promote continuous development of the WASH and Shelter sectors, ensuring technical soundness and mainstreaming of gender equity and inclusion.

Monitoring, Evaluation, Accountability and Learning:

  • In coordination with MEAL team, ensure the development and adoption of a monitoring and evaluation framework, key indicators and quality benchmarks for Shelter and WASH that helps each project to improve quality of reporting, clearly articulate progress and impact of projects, identify issues for advocacy and input for new program/projects in the future. 
  • Participate in the design of baseline, mid-term, and end of project evaluations for program with WASH and Shelter components, including working with MEAL Coordinator on Terms of Reference.
  • Monitor the evaluation process and provide input and clarification as needed. Review evaluation findings and ensure that lessons and recommendations are captured and capitalized.
  • In coordination with MEAL, participate in designing effective activities and tools to ensure beneficiaries’ participation to all project cycle management phases with particular focus on women and children.
  • In coordination with Global Shelter & Construction and WASH backstop and MEAL, participate in design Shelter and WASH datasets for Shelter and WASH indicators to be reported on IMPACT (Information Management Platform for Action).
  • Regularly review and monitor Shelter and WASH programs for child safeguarding issues. Take corrective action in modifying program activities and/or report incidents.
  • Ensure active dissemination of program findings and lessons learned through the production of high technical quality lessons learned documents and their effective dissemination to key stakeholders

Advocacy & Policy Development:

  • Maintain an up-to-date and in-depth understanding of national policies, strategies, and initiatives related to WASH (Water, Sanitation, and Hygiene) and shelter in Pakistan. This includes monitoring government actions and the roles of other stakeholders. Support civil society organizations in strengthening their capacity to hold duty bearers accountable to relevant policies.
  • Regularly assess and communicate the implications of any changes in the operating environment that may affect Save the Children’s program priorities, particularly in relation to shelter and WASH, in collaboration with other relevant advisors.
  • Ensure alignment of Save the Children’s strategy with applicable legal frameworks and national priorities.
  • Assist in clearly articulating advocacy messages related to both shelter and WASH for the Save the Children Pakistan country office. Develop policy briefs, position papers, and other documents related to these sectors as needed, working closely with the sub-cluster, collaborating agencies, and other key stakeholders. Ensure that shelter concerns are integrated into broader WASH advocacy efforts to enhance coordinated responses in humanitarian and development contexts.
  • Representation and active participation in the National WASH and Shelter Clusters, ensuring that shelter is effectively included in discussions and decision-making processes.
  • Ensure active participation in relevant coordination meetings at national, regional, and local levels, particularly in relation to shelter and WASH. Engage with donors and other key stakeholders to advocate for adequate policy support and resources.
  • Advise field teams to ensure visibility and advocacy for shelter and WASH priorities during coordination meetings, ensuring these sectors are well-represented and prioritized in ongoing discussions and resource allocation.

Capacity Building & Training:

  • Lead the capacity assessment and trainings, leading on training material development,
  • Design, adapt, and oversee the development of training and communication materials for program activities.
  • Provide technical training to project teams and local partners to build their capacity for high-quality project delivery.
  • Facilitate workshops and training sessions to strengthen field staff skills, particularly in areas related to technical aspects of the project.

Stakeholder Engagement:

  • Provide technical input during donor meetings and donor visits to the field to ensure project alignment with donor expectations and funding requirements.
  • Accountable for consortiums formation and strategic partnership.
  • Collaboration with Relevant ministries, working group, task force, donor groups, and others relevant stakeholders by establishing MOUs 

Risk Management & Problem Solving:

  • Develop mitigation strategies and provide solutions to any technical challenges or problems encountered during project implementation.

Reporting & Documentation:

  • Accountable for conducting assessments, mid term and final project evaluations, lead in writing donor progress & project completions reports. 
  • Prepare regular progress reports for internal and external stakeholders, including donors, senior management, and government authorities.
  • Document best practices, lessons learned, and technical innovations for internal knowledge sharing and reporting.

Other Responsibilities:

  • Accountable for the thematic activities and shared responsibility with Budget Holders during the BVA meetings.
  • Shared responsibility for budget phasing, forecasting and Master budget planning along with Budget Holder, awards, and finance team. 
  • Perform other and relevant responsibilities assigned by the Sr. Manager PQEI and NBD.

QUALIFICATIONS 

  • A professional qualification in Public Health, Water/Civil Engineering, Environmental Engineering, Construction, or a related field.

EXPERIENCE AND SKILLS

  • 7 years’ experience with at least 3 years in senior roles, specifically in Shelter and WASH within international NGOs, the UN, or Government organizations.
  • Technical leadership in WASH and Shelter and in-depth understanding of the  sectors within the Pakistan context and with a focus on Climate change and disaster resilient solutions., with experience working in integration across sectors such as health, education, nutrition, and construction. Experience in responding to rapid-onset emergencies (CAT 1) is highly desirable. Experience in WASH and Shelter  AA and emergency preparedness.
  • Experience of water service provision in water scarcity contexts and contexts characterized by water quality issues requiring complex water treatment technologies.
  • Proven knowledge and applied experince of solar energy powered water supply and treatment systems.
  • Confidence with design of  civil and WASH construction , preparation of technical drawings and BoQ,  adoption of low footprint material and techncologies for consrtuction and shelter activities.
  • Demonstrated knowledge of WASH and Shelter international standards as well as safeguarding and Occupational Health and Safety for construction activities.
  • Demonstrated experience working with mobile, displaced, and refugee settlements, and a solid understanding of their unique challenges.
  • Proven representation and advocacy skills, including the ability to effectively engage and negotiate with donors, government officials, and other stakeholders.
  • Strong commitment to capacity building, with experience in developing national staff and partners, adopting participatory and consultative approaches.
  • Demonstrated experience in writing successful donor funding proposals, particularly for institutional grants of over US$1 million.
  • Excellent interpersonal skills, with the ability to communicate and negotiate effectively at all levels, while being sensitive to cultural and language barriers.
  • A results-oriented approach, with the ability to challenge existing mindsets, drive change, and find solutions to complex issues through analysis and the development of clear, actionable plans.
  • Ability to present complex information in a succinct and compelling manner to diverse audiences.
  • Willingness and ability to adapt work practices, work hours, and collaborate with incoming surge teams during emergencies.
  • Fluency in English and Urdu is essential. Knowledge of local languages may be an added advantage.
