TERMS OF REFERENCE (TOR)

NATIONAL STATUS REPORT ON THE SITUATION OF OLDER PEOPLE IN PAKISTAN AND POLICY RECOMMENDATIONS.

Background:
Ageing is a natural and inevitable process, and the global population of older people is growing at an unprecedented rate. This demographic shift presents significant challenges and opportunities for societies worldwide, particularly in developing countries like Pakistan, where the policy environment for the needs and rights of older people is progressing. Despite the growing number of older people, Pakistan needs comprehensive data on their situation. The existing data is fragmented, making it difficult for decision-makers, researchers, and civil society to fully understand and address the diverse needs of this vulnerable population.

By addressing the multifaceted needs of older people and providing actionable recommendations, this report aims to create a more inclusive and age-friendly society in Pakistan. It will not only benefit decision-makers in formulating effective policies but also empower civil society, researchers, and academia to contribute to a better understanding and advocacy for the rights and needs of older people

In response to this critical gap, FAID seeks a consultant individual or firm to compile a national level report that aims to analyze the integration of older people into Pakistani society, focusing on their specific needs and rights. This study will cover dynamic aspects of older people's needs, such as health and healthy ageing, social and income security, climate change and disaster risk reduction, integrated and long-term care, lifelong learning and participation, and the creation of age-friendly cities and environments. The report will also assess the Foundation for Ageing and Inclusive Developmenty on-going studies to measure effectiveness of existing government programs, including the Benazir Income Support Program (BISP), Health Insurance (Sehat Sahulat), and the Baahimat Buzurg program, in meeting the needs of older people.

This report will serve as a critical tool for decision-makers, providing them with up-to-date, evidence-based insights into the current status and challenges faced by older people in Pakistan. By presenting a comprehensive analysis of the effectiveness of existing programs and policies, the report will highlight gaps and areas that require immediate attention. The report will be disseminated through a among relevant government bodies and policymakers, with the objective of influencing policy changes that uphold and protect the rights, dignity, and quality of life of Pakistan’s older population.

For civil society, this report will provide a robust foundation to advocate for the rights and needs of older people more effectively. It will equip civil society organizations with the necessary data and insights to engage in informed advocacy, pushing for policies and programs that are truly inclusive and responsive to the needs of older people.

For researchers and academia, the report will offer an updated status of the situation of older people in Pakistan, filling the current data void. It will serve as a valuable resource for further research, encouraging more in-depth studies into the various aspects of ageing. The comprehensive nature of the report will also foster a conducive environment for the development of innovative solutions and strategies aimed at improving the lives of older people.

 

Objective of the Consultancy: The consultant (Individual/ Firm) will be responsible for preparing a comprehensive national status report on the situation of older people in Pakistan. This report will include an analysis of existing policies and legislation at both the provincial levels and the Islamabad Capital Territory (ICT). The consultant will review the implementation and identify gaps in these legislations, proposing policy-level recommendations. The consultant will also compile insights from FAID existing and ongoing research, evaluate relevant external resources on ageing and inclusion—such as World Health Organization (WHO) standards, guidelines, and reports—and consult with relevant authorities to update the status report.

1. Scope of Work

The consultant will be required to:

  • Conduct a thorough review of relevant studies, reports, and publications on the situation of older people in Pakistan in including Health issues, social issues and economic issues.
  • Assess existing policies, laws, and regulations related to older people at both provincial and national levels, including ICT.
  • Analyze data from FAIDs ongoing studies on older people.
  • Compile and assess available external data sources to provide a comprehensive overview of the situation of older people in Pakistan.
  • Identify gaps in existing programs that benefit older people and recommend strategies to address these gaps.
  • Evaluate the effectiveness of current policies and legislation concerning older people in Pakistan.
  • Identify challenges in the implementation of these policies and legislation at both the provincial and national levels.
  • Based on the analysis, propose actionable policy recommendations aimed at improving the situation of older people in Pakistan.
  • Ensure that the recommendations are practical and aligned with international standards and best practices.

2. Report Writing

The consultant will be responsible for:

  • Prepare a detailed national status report that includes the situation of older people, a review of policies and legislation, identification of implementation gaps, and policy recommendations.
  • Ensure the report is comprehensive, well-structured, and presented in a clear and concise manner.

3. Deliverables

  1. Inception Report:
  • Outline the approach, methodology, and timeline for the assignment.
  • Due: Within two weeks of contract signing.
  1. Draft National Status Report:
  • A draft report including analysis, findings, and initial recommendations.
  1. Final National Status Report:
  • A comprehensive final report incorporating feedback from FAID and other stakeholders.
  1. Presentation Materials:
  • Prepare PowerPoint presentations and any other materials required by FAID for dissemination.

4. Duration of the Assignment

The consultancy will commence in March 2025 and is expected to be completed by April 2025.

5. Reporting

The consultant will report directly to the Program Coordinator at Foundation for Ageing and Inclusive Development.

6. Qualifications and Experience

  • Advanced degree in Social Sciences, Public Policy, Gerontology, or a related field.
  • At least 7-10 years of experience in conducting research and policy analysis, particularly related to ageing, social protection, or human rights.
  • Proven experience in writing comprehensive reports and policy briefs.
  • Strong understanding of the socio-political context of Pakistan.
  • Excellent communication and presentation skills.
  • Ability to work independently and deliver high-quality work within tight deadlines.
