Job Summary

CARE Pakistan requires the services of The WASH Ofiicer-Engineer, who will be responsible for This position will provide technical support together with WASH Specialist and will supervise the activities of public assets rehabilitation and construction of handpumps, drinking water supply schemes, WASH at health facilities and educational institutions. S/he will develop BOQs, and design technical/engineering documents for communal DRR sceheme's rehabilitation/Construction at villages/UCs/Districts level and monitor construction/Rehab work and will closely monitor Construction/Rehabilitation work/conduct quality assurance and keep the project technical record updated and organized in the target areas. in line with CARE strategy to empower communities in the target areas, especially women and children.

JOB RESPONSIBILITIES AND TASKS:   

1- WASH Implementation (50%)

  • Oversee the implementation of sanitation projects, including PATS+ for targeted UCs and villages in the district. Ensure that all activities are aligned with project goals and timelines.
  • Plan and coordinate the construction and rehabilitation of sanitation facilities in these villages under the PATS+ approach. Ensure that sanitation facilities meet health and safety standards, and are culturally appropriate and accessible to all community members.
  • Conduct regular site visits to monitor the progress of WASH activities, identify any issues, and provide on-site solutions to ensure timely completion of projects.
  • Conduct needs assessments, design, and manage the installation of water supply infrastructure, linked to achieving Open Defecation Free (ODF) status for targeted villages. Ensure that the infrastructure is resilient and sustainable.
  • Design and oversee the installation of water supply systems based on the specific needs of the targeted villages. Ensure that water supply systems are sustainable, reliable, and meet the daily water needs of the community.
  • Collaborate with local authorities to ensure alignment with regional water management plans and policies. Foster strong relationships with local stakeholders to facilitate project implementation.
  • Guide and supervise hygiene promotion and Menstrual Hygiene Management (MHM) activities in coordination with hygiene promoters. Ensure that activities are inclusive and address the needs of all community members.
  • Develop and implement comprehensive hygiene promotion strategies. Conduct training sessions for community health workers and community resource persons (CRPs) to build local capacity and ensure the sustainability of hygiene practices.
  • Monitor the effectiveness of hygiene promotion activities through regular feedback and assessments. Make necessary adjustments to improve the impact and reach of these activities.
  • Oversee the construction and rehabilitation of WASH infrastructure in schools and healthcare facilities in the targeted UCs. Ensure that these facilities are built to high standards and meet the specific needs of the institutions.
  • Coordinate with school and healthcare facility administrators to identify WASH needs and develop tailored solutions. Ensure active participation from the administrators in the planning and implementation process.
  • Ensure that WASH facilities are accessible, user-friendly, and cater to the needs of all beneficiaries, including children, women, and people with disabilities.
  • Conduct regular inspections to ensure the quality and functionality of WASH infrastructure. Address any maintenance issues promptly and ensure compliance with WASH standards and guidelines.
  • Stay updated on national and international WASH standards and best practices. Integrate these standards into project activities to ensure high-quality outcomes.
  • Conduct regular training sessions for project staff on WASH standards. Implement quality control measures to ensure compliance with WASH guidelines and continuously improve project implementation.

2- Shelter & Housing (30%)

  • Develop and implement pilot projects addressing climate resilience in targeted villages . Provide technical support and guidance throughout the implementation process.
  • Identify community infrastructure needs through consultations with local stakeholders. Engage with community members to understand their priorities and ensure that projects address the most pressing needs.
  • Oversee the construction process and ensure timely completion of projects. Conduct regular site visits to monitor progress, address any issues, and ensure that construction meets quality standards.

3- Planning and Coordination (15%):

  • Develop and share monthly work plans with the line manager.
  • Track and report field-level issues.
  • Coordinate with service provider teams.
  • Engage with Village level Committees members, Support Groups, and other community structures for feedback and coordination.
  • Disseminate updates and information within the team and community.

4- Other responsibilities as assigned (5% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

A) Qualifications (Know How)

Required

• Bachelor's degree in Civil Engineering, Environmental Engineering

Desired
  • Bachelors degree in Civil Engineering with Additional training or certification in WASH, Housing and shelter or humanitarian response.

B) Experience/ Technical Skills 

Required

  • Minimum of 5 years of professional experience in a similar position.
  • Experience in WASH project implementation, including construction and rehabilitation of water and sanitation facilities.
  • Understanding of WASH standards and guidelines.
  • Excellent interpersonal and communication skills.
  • Experience with donor-funded projects, NGOs, or INGOs preferred.
Desired 
  • Minimum of 8 years of professional experience in a similar position.
  • Experience in implementation of WASH related schemes , reporting, case studies, team management,
  • Experience in shelter construction and community infrastructure projects.
  • Experience working with public departments, community representatives, and union council-level stakeholders.
