Introduction/Background
Pak Mission Society (PMS) is a national relief and development, non-governmental, and not-for-profit organization established in 2004 and registered on 13th February 2008 under the Societies Registration Act 1860. Since its establishment, PMS has reached and served unreached and underprivileged communities regardless of race, gender, ethnicity, class, religion, and social background. PMS has also a triannual Memorandum of Understanding that is also referred to as NOC from the Economic Affairs Division (EAD), that allows work status until November 2024. Moreover, PMS has secured three years’ membership with the Pakistan Centre for Philanthropy (PCP) after completing its qualifying partnership rounds as well.
Pak Mission Society is implementing a project called Solid Waste Management, Income Generation, and Environment Protection in Islamabad and Rawalpindi with 10,000HH for the betterment of communities by creating solutions for solid waste management phenomena. Saaf Mahol project has been initiated with the ultimate goal of setting up a well-coordinated, sustainable, and standalone solid waste management and behavior change model in low to middle-income communities including slum settlements of Islamabad that can be replicated in other parts of the country.
Objectives
1) To design an optimized solar hybrid system for solid waste recycling, including an auxiliary system, control, and dish tracking.
2) Fabrication and real-time demonstration at the PMS-selected site.
Scope of Work
PMS is looking for an expert team that can design a solar hybrid system based on solar thermal and photovoltaic (PV) for solid waste recycling. Overall, this should involve prototype designing of the solar parabolic dish and real-time demonstration of the facility at the designated site by the Pak Mission Society (PMS). Overall, this will involve prototype designing of the solar parabolic dish, modeling, control design, and real-time demonstration at the facility followed by design optimization, economic analysis will be carried out to assess the unit cost of molds, payback period, and auxiliary running cost. Furthermore, system optimization is important to achieve a target temperature of 300 350°C at the focal point, which must be calculated in such a way that the dish always maintains the focal point during sun tracking. Next, the consultant will provide maintenance guidance for six months after the final operation & the study shall be focused on technical designing; procurement of equipment and transportation shall be managed by the consultancy firm.
Lastly, the overall system should work in hybrid mode: solar energy will be the main heating source during day time, while under cloudy conditions or at night time the auxiliary heater will provide the required temperature rise with the following system components:
1) Reflective surface (i.e. parabolic dish: The reflecting film covering the surface of the parabola should have a reflecting coefficient near 0.85.).
2) Support structure (stand, wheels).
3) Receiver (the container or mold is placed here).
4) Solar tracking system consisting of solar sensors.
5) Controller and drive motor).
6) Auxiliary heating source (heating element).
7) Solar PV panels.
Timeframe
The duration of the consultancy will be three months, across the timeline of Sep 2024-Nov, 2024. This timeline is subject to the procurement of the system and can be extended accordingly, including any travel time and reports compilation.
Deliverables
The Contract services are expected to cover the following:
1) Review all aspects of the project and prepare a detailed breakup of the cost estimate of each component of the project.
2) Submission of BoQs i.e. list of equipment with specifications, quantities, and estimates.
3) Designing of the solar parabolic dish, modeling, control, and track design.
4) Fabrication and installation of the machine.
5) Development of a guiding book (Function, Safety, Maintenance, and Technical)
6) Real-time demonstration at the facility and training of field staff.
7) Recording of the different stages of establishing the facility on a DVD film and submit it to PMS.

Selection Criteria
Eligibility criteria of the consultant/firm (may be included depending on the kind of consultant/firm we are looking for)
The consultant is expected to have the following skills and expertise:
1) A team shall be composed of qualified team members of the subject field i.e. Thermal Energy Engineering & technical personnel in the context of mechanical engineering; who can fabricate & install the unit from all perspectives for the successful operation of the system.
2) The team members will have, at least 5 years of proven experience in solar technology.
3) Excellent writing and communication skills in English.
4) Strong communication and facilitation skills, with the ability to effectively engage the project team during the on-the-job training.
5) Report writing skills.
