Project Background
The Poverty Alleviation and Inclusive Development across Rural Sindh (PAIDAR) project, funded by the European Union (EU) and implemented by UNIDO. The project aims to support the Government of Sindh (GoS) in implementing its Poverty Reduction Strategy (PRS). One of the focused areas of PAIDAR is infrastructure improvements in five districts: Sujawal, Thatta, Badin, Tharparkar and Larkana.
Catholic Relief Services (CRS) is a United States-based international humanitarian agency working in over 100 countries. CRS’ mission includes saving, protecting, and transforming lives through relief and development efforts across sectors such as emergency response, health, agriculture, education, and more. In Pakistan, CRS has been operational since 1954, with projects focusing on emergency response, food security, education, and disaster risk reduction.
Sindh Peoples Housing for Flood Affectees (SPHF), the government entity established to reconstruct the 2.1 million houses in Sindh, has collaborated with the PAIDAR programme to support the targeted improvements of basic infrastructure in pre-identified villages within selected districts of Sindh province, for four districts Sujawal, Thatta, Badin, and Tharparkar. SPHF (with technical assistance of CRS) is developing Climate Resilient Settlement Development Plan (CRSDP) for PAIDAR programme in four districts, providing technical assistance for data collection, assessment, and analysis. CRS will engage and hire the required human resources, arrange the administrations, logistics and consultancy services and conduct orientations and trainings for accurate data collection, assessment, and analysis.
Job Summary
CRS is currently seeking a short-term architecture and process documentation consultant to support The Climate Resilient Settlement Development in Sindh Province. The role of the expert is to support drafting process architecture, guideline, standard operating procedures and manual. The project encompasses sectors such as access to basic infrastructures and feasibility studies for climate-resilient, green, and innovative solutions to improve post-flood infrastructure and utilities, aiming that flood affected communities having safe, resilient, and dignified living in sustainable settlements.
Your technical skills and knowledge will ensure that the project delivers high-quality programming and continuously works towards improving the impact of its programming. In addition, build the capacity of the program and partners’ staff and work closely with them to coordinate the development and implementation of the various development interventions.
Roles and Key Responsibilities:
- Thoroughly review and document the Standard Operational Procedures (SOPs) for CRSDP and its implementation.
- Develop manuals of SOPs for engineers/architectures and decision makers.
- Thoroughly review and document the Operation and Maintenance (O&M) guidelines and sustainability plan for all related infrastructures.
- Engage with project team and develop the community mobilization guidelines.
Deliverables
- Documentation to produce SOP for CRSDP and implementation
- Manual for CRSDP implementation for a. Engineers/Architect b. Manager/Decision maker
- Compilation and design Manual for O&M and sustainability plan for infrastructure
- Community mobilization guideline with graphical representation
Payment will be made on monthly basis upon successful completion of the deliverables.
Basic Qualifications
- Master’s in urban, spatial planning and architecture.
- Minimum of 3 years of work experience in drafting and documentation of community infrastructures ideally in the construction/rehabilitation activities, preferably with an international organization.
- Architecture and planning related research article and book publication experience.
Basic Requirements:
- Ability to document the existing socio-cultural orientation and design of housing, basic services and facilities.
- Experience in architecture and process documentation projects.
- Experience in Settlement planning and development documentation process.
- Experience in Landscape planning and settlement components design.
Required Languages - Required proficiency in written and speaking in English, Urdu, and Sindhi.
Travel – The position will be based in Karachi and must be willing and able to travel to rural areas and other program areas in the country where applicable. Project will provide all travel related expensed where required per local country travel policy.
