A development sector organization is looking for a competent professional to join its PMU office in Quetta as Finance Officer. 

This position will report to the Finance Manager at head office in Islamabad. This role also requires travel to implementing locations in Balochistan. Proper administration and management of financial resources of the regional office is the responsibility of the Finance Officer. The position provides day-to-day financial support to regional and head office staff and co-applicant/ implementing partner in financial and accounting matters in accordance with accounting principles, donor guidelines and organization's policies and procedures.

The Finance officer will specifically perform the following tasks:

  • Provide support in management of financial portfolio of the project.
  • Maintain timely and proper financial and accounting records.
  • Coordinate with relevant Government Departments to expedite the approval processes.
  • Assist in timely preparation and submission of Financial Reports and other advance requests/ liquidation reports to donor through  Head Office.
  • Assist/ facilitate in timely preparation for periodic audit exercises (internal/external) of programme and timely arrange/ produce specific financial statements.
  • Assist in implementation of recommendations from the programme reviews and audits. 
  • Work closely with the Finance Manager at Head Office to prepare and implement Annual Work Plan and Budgets (AWPB).
  • Coordinate with the banks and timely preparation of bank reconciliation statements of programme bank account(s).
  • Assist Finance Manager at Head Office  in compiling implementation plans/ budgets of co-applicant/ implementing partner.
  • Assess and monitor actual spending and perform variance analysis on a quarterly basis.
  • Perform initial review of expenditure statements before submission to Finance Manager at Head Office  for final review and submission to finance department for verification.
  • Provide support to co-applicant/ implementing partner’s finance & accounts team in their performance review and capacity building activities.

The required qualification and experience for this role is mentioned below:

  • Minimum of 16 years of education in Commerce, Business Administration, Finance, ACCA, ACMA, CA-Inter or equivalent from an institution a HEC recognized institute referred to in the world higher education data base (http:/www.whed.net/home.php)
  • At least three (03) years of relevant experience in Finance and Accountancy preferably in development sector organization(s).
