Job Summary:
Key Responsibilities:
1. Technical Oversight on WASH Interventions (60%):
- Develop and oversee the implementation of WASH project work plans, ensuring all objectives and targets are met within the emergency context.
- Conduct assessments of proposed WASH schemes, prepare Bills of Quantities (BoQ), drawings, tenders, and RFQs in line with CARE’s policies and the specific requirements of emergency projects.
- Serve as the focal point for WASH-related issues, coordinating with various stakeholders throughout the project lifecycle to ensure adherence to agreements and recommendations.
- Engage communities in the decision-making process, ensuring their feedback is incorporated and acted upon to create sustainable and empowering WASH solutions.
- Provide technical guidance to implementing partners and contractors, ensuring that all WASH interventions are of high quality, cost-effective, environmentally sound, and sustainable.
- Ensure WASH activities align with CARE’s global strategies and indicators while adapting them to the specific needs of the emergency situation.
- Implement MEAL (Monitoring, Evaluation, Accountability, and Learning) activities to track the effectiveness and quality of all WASH interventions.
- Develop data collection systems to monitor WASH and other related construction activities, ensuring rigorous quality control.
- Establish and oversee systems for the operation and maintenance of WASH infrastructure, providing necessary training to local groups and partners.
- Conduct field visits and surveys to monitor and evaluate WASH project implementation, adjusting strategies as necessary to meet emergency needs.
- Ensure public health promotion activities are responsive to the needs of the affected population.
- Contribute to budgeting and provide technical input for financial management, ensuring efficient use of resources during the emergency response.
- Identify and implement WASH interventions in collaboration with local partners, district authorities, and other stakeholders.
- Ensure gender and protection considerations are integrated into WASH activities, in line with emergency response guidelines.
2. Coordination, Reporting and Representation (20%):
- Represent CARE in WASH-related forums and coordination meetings, ensuring the organization’s voice is heard in emergency response efforts.
- Lead CARE’s WASH humanitarian response and collaborate with other key partners across sectors.
- Present the technical aspects of CARE’s WASH program to government bodies, donors, and other stakeholders as needed.
- Prepare high-quality technical reports for donors, ensuring accuracy and clarity in all reporting.
- Build and maintain strategic relationships with donors, positioning CARE for additional funding opportunities for WASH and integrated projects.
- Act as the technical lead for new project proposals, including design, technical writing, and review processes.
- Ensure effective coordination and joint planning with other sectors to maximize the impact of CARE’s emergency response efforts.
3. Logistics and Supply Management (15%):
- Oversee the verification of all WASH supplies before delivery to project sites, ensuring compliance with quality standards.
- Collaborate with contractors, implementing partners, and CARE staff to develop procurement plans for WASH supplies during emergencies, including the management of contingency stocks.
- Ensure compliance with donor regulations on procurement, seeking waivers where necessary during project design.
5. Perform Other Duties as Assigned (5%):
- Undertake any additional tasks or responsibilities as required by the organization or the emergency situation.
- Ensure full compliance with CARE International’s Safety & Security Principles, recognizing that safety and security is everyone’s responsibility.
- QUALIFICATIONS (KNOW HOW)
A) Education/Training:
- University degree in Civil Engineering or Diploma in Civil Engineering,
B) Experience:
- In case of B.S Civil Engineering at least 5 years and for Diploma in Civil Engineering at least 8 years’ practical experience in areas of water, sanitation and hygiene construction/engineering programme planning, management, monitoring, and evaluation with an I/NGO.
- Experience and understanding of community mobilization in relation to WASH as well as construction activities;
- Project implementation experience with international donors is required; Experience of working for an USAID-funded project will be preferred;
- Demonstrated experience of integrating gender and diversity issues into public health promotion;
- Knowledge and understanding of the complexity related to refugee and TDP situations;
