1. Job Profile
As the Senior Institutional and Liaison Officer, you will be the linchpin between the organization and its external partners, fostering collaboration and buy-in for innovative workforce and economic empowerment initiatives.
Your role will focus on developing strategic partnerships, establishing linkages with training institutions and government entities, and promoting the organizational model among diverse stakeholders, including UN agencies, INGOs, and the private sector.
You will lead the development of linkages, manage stakeholder relationships, and ensure the implementation of strategic objectives through autonomous decision-making and coordination.
2. Key Responsibilities
Accountability and Complexity
- Develop MoUs and partnerships with nursing, medical, midwifery, and IT training institutes.
- Establish linkages with government entities (e.g., TEVTA, TTB) and business chambers.
- Foster relationships with industrial estates, business communities, and factories to support workforce development initiatives.
- Collaborate with the Commissionerate for Afghan Refugees (CAR) to gain buy-in for proposed models.
- Facilitate smooth operations in KP by building and maintaining strong relationships with government and non-government organizations.
- Regularly engage with relevant government focal points, provincial home departments, and district authorities to maintain constructive working relations.
- Foster strong public relations with government departments and local authorities to support organizational operations.
- Maintain a detailed record of liaison activities, approvals, and official communications.
- Develop an efficient retrieval system for all documentation to support timely reporting and compliance.
- Resolve any conflicts or issues between the organization and external stakeholders to ensure uninterrupted operations.
Strategic Engagement and Partnership Development
- Engage with UN agencies, INGOs, and other relevant stakeholders to market the organizational model.
- Advocate for the integration of organizational initiatives in national and regional development agendas.
- Work closely with the Job Placement Officer to align institutional linkages with placement outcomes.
Government Liaison and Stakeholder Management
- Strengthen relationships with key government agencies to support project implementation including the Ministry of Economic Affairs Division (EAD), Ministry of Interior, SAFRON, and Commissionerate for Afghan Refugees (CAR), Immigration Office, Directorate of Education, PMU, home and tribal affaires department PDMA, Security clearness and others.
- Ensure alignment with local and national policies and frameworks.

- Will ensure own actions and the actions of the teams members they manage do not impact the safety of the team and the vulnerable communities we serve

- Bachelor’s degree in Public Administration, Business, Social Sciences, or related fields (Master’s preferred).

- Proven ability to draft and execute MoUs with diverse stakeholders.
- Strong understanding of government frameworks, particularly TEVTA and TTB.
- Excellent communication and negotiation skills.
- Familiarity with workforce development, training, and placement initiatives.
- Experience working with Afghan refugee programs and local host communities.
- Proficiency in developing and marketing innovative models to stakeholders.
- Demonstrated ability to manage complex multi-stakeholder relationships.
