PKR 350,000 - 400,000 per month, all inclusive

Description

A reputable organization based in Islamabad has established a Centre focused on developing public and private sector proposals for climate change mitigation and adaptation, aiming to access international and national climate change funds.

1. Scope of Work

The Financial Structure Expert will be responsible for leading all aspects of financial planning, forecasting, analysis, and modeling for projects related to climate change at the proposal development stage. The role will also involve overseeing financial management and reporting during the implementation stage, ensuring comprehensive financial oversight across both projects and the institution as a whole. The expert should possess a wide range of skills for financial management capacity assessment.

2. Key Responsibilities:

a.      Financial Planning & Forecasting

  • Lead financial planning and forecasting for climate change-related projects at the proposal development stage.
  • Develop detailed financial models to estimate project costs, revenues, and financial viability.
  • Ensure that financial planning aligns with project objectives and climate finance strategies.

b.      Financial Analysis & Modelling

  • Conduct financial analysis to evaluate project feasibility, risk, and return on investment.
  • Create and maintain complex financial models to support decision-making.
  • Analyze financial performance trends, identifying opportunities for cost optimization and revenue enhancement.

c.       Financial Management, Accounting & Reporting

  • Oversee financial management during project implementation, ensuring adherence to budgets and financial plans.
  • Develop and implement robust financial reporting systems for project-specific and institution-wide financial oversight.
  • Prepare financial reports for internal and external stakeholders, ensuring compliance with regulatory requirements.
  • Periodic preparation and reporting of financial statements in accordance with recongised accountings standards, track record in the preparation and transparent use of business plans, financial projections and budgets.
  • Documented processes in place to ensure objectives are achieved, including verification that operations are carried out effectively, financial risks are accessed and managed and proper financial management is carried out.

d.      Institution-wide Financial Reporting

  • Lead the development and management of the institution-wide financial reporting framework.
  • Ensure accurate and timely financial reporting, including periodic financial statements and forecasts.
  • Work closely with the finance team to streamline financial processes and reporting mechanisms.

e.      Sector-specific Financial Expertise

  • Apply financial skills across various sectors ensuring that financial strategies are tailored to the unique needs of each sector.
  • Stay updated on emerging financial trends and practices within different industries, incorporating best practices into the organization’s financial planning

f.        Compliance & Risk Management

  • Ensure compliance with all relevant financial regulations, guidelines, and reporting standards.
  • Identify and mitigate financial risks through proactive risk management strategies.
  • Liaise with external auditors, regulatory bodies, and financial institutions to maintain strong financial governance.

g.      Collaboration

  • Collaborate with technical team to integrate financial considerations into project development and execution.
  • Provide guidance to the finance team, fostering a culture of financial excellence and accountability.
  • Engage in capacity building, mentoring, and training of staff on financial skills and best practices.

3. Qualifications

  • A Bachelor’s or Master’s degree in Finance, Economics, Accounting, or a related field.
  • Professional certifications such as CFA, CPA, or ACCA are highly desirable.
  • At least 5-7 years of experience in financial planning, analysis, and management, preferably within the climate finance or sustainability sectors.
  • Proven experience in financial modeling, forecasting, and project financial management.
  • Experience with various financial management capacity assessments and other sector-specific financial practices is an advantage.

4. Required Skills

Technical Skills

  • Strong financial modeling, forecasting, and analysis skills.
  • Proficiency in financial management software and tools (e.g., Excel, SAP, Oracle Financials).
  • In-depth knowledge of sector-specific financial practices, including energy, transport and other relevant sectors.

Analytical Skills

  • Excellent quantitative and analytical abilities, with a focus on financial performance and risk analysis.
  • Ability to translate financial data into actionable insights and strategic recommendations.

Project Management

  • Strong project management skills with the ability to oversee multiple financial workstreams simultaneously.
  • Ability to work effectively with cross-functional teams and independently.

Communication

  • Exceptional communication skills, with the ability to present complex financial information clearly and persuasively to both technical and non-technical audiences.
  • Strong report writing and presentation skills.

5. Other Terms & Conditions

  • The duration of the contract will be one year, with a three-month probationary period. The contract can be extended annually for the project duration.
