About Us:

Secours Islamique France (SIF) is an International Non-Governmental Organization dedicated to international solidarity, humanitarian assistance, and development aid. In Pakistan, SIF is operating in various provinces, including Khyber Pakhtunkhwa, Baluchistan, Punjab, and Sindh, with a focus on sustainable livelihoods, water and sanitation, orphans' welfare, and disaster preparedness. SIF, registered in Pakistan, is partnering with the Ministry of Interior (MOI) Pakistan and currently implementing a livelihood and vocational skills improvement project for Afghan refugees, funded by UNHCR, in 8 districts of Khyber Pakhtunkhwa.

Project Summary:

Secours Islamique France (SIF) is currently implementing the UNHCR-funded project, "Livelihood Improvement and Vocational Skills Trainings," aimed at enhancing the lives of Afghan refugees residing across 14 Refugee Villages in 8 districts of Khyber Pakhtunkhwa (Nowshera, Mardan, Swabi, Buner, Malakand, Dir Lower, Dir Upper, and Chitral Lower). The project focuses on improving the livelihoods of the target refugee community through vocational skills training, provision of tools and inputs, and capacity building to foster self-reliance and enhance livelihood opportunities.

As part of the project, SIF is now seeking to recruit male and female consultants who will conduct 3-days entrepreneurship development training for 301 Afghan refugees 169 male and  132 female in different refugee villages of District Mardan Nowshera, Malakand, Chitral Upper and Lower Dir. The consultants will play a crucial role in imparting the necessary knowledge and guidance to enable these individuals to effectively manage their businesses. Additionally, they will provide valuable career counselling to help the beneficiaries make informed decisions regarding their professional paths. The ultimate goal of this training program is to empower Afghan refugees by enhancing their entrepreneurship skills and improving their future career prospects.

Project-Specific Objectives: 

  • Refugees who have increased access to livelihood opportunities lead to a higher number of self-reliant refugees.
  • Opportunities for decent work for refugees are created through livelihood programming and the establishment of sustainable market linkages alongside community outreach to increase female participation.

Time Duration:

The assignment will last for 3 days at each location and will involve training 301 individuals. Following is the area-wise beneficiaries’ information.

Training Specific Objectives:

By the end of the training, trainees should be able to:

  • Understand and discuss the basic concepts of business and relate them to their future business.
  • Understand and discuss the steps involved in enterprise establishment and development.
  • Know the techniques of feasibility survey and market survey.
  • Know the importance of linkages and able them how to create productive linkages.
  • Identify the economic opportunities that are prevailing in the commercial market and plan how to start a business.
  • Maintain records of day-to-day transactions.
  • Equip the trainees with the technique of how to run a successful enterprise.

Training Methodology:

The combination of methods includes interactive lectures, role plays, group discussions, pictorial handouts, review techniques, brainstorming, case studies, practical exercises, and group work making the training course distinctive.

Deliverables under the assignment

The Consultant/trainers will perform the following key deliverables:

  1. Development of Training Manual
  2. Delivering Business Management training
  3. Submission of Training Report.

Content of the Manual

Following are the indicative contents of the Business Management Skills Training (BMST). However, the consultant may suggest some additional related items that may augment the overall purpose of this training.

  • Basic concepts of business and business cycle management
  • Selection of business and its management
  • Essential entrepreneurial competencies
  • Types of business
  • How to establish business with assets
  • What are assets and what is their management?
  • Effective management and operation of given assets
  • Business planning
  1. Functional Literacy
  • Basic arithmetic with application in everyday market/business interactions
  • Signature
  • Calendar, Product Expiry Date, Time
  • Signs, Signals, Map 
  1. Financial Literacy 
  • Budgeting and costing (Importance of a budget, how to make a simple budget, staying within your budget, and record-keeping)
  • Savings (Concept and importance of saving, saving types and their benefits, record-keeping)
  • Investment
  • Debt/loan management
  • Accessing financial products and services
  • Consumer rights and responsibilities

 

Roles and Responsibilities:

Secours Islamique France (SIF) Pakistan:

  • Finalization of the list of trainees for BMST.
  • Training Venues will be finalized with mutual understanding and venue/hall charges will be paid by SIF.
  • SIF staff will ensure the trainee's attendance at training, travel cost of participants to the training venue will be charged by SIF.
  • SIF staff will carry out regular monitoring/feedback of the training regularly.

Consultant/Resource Person Responsibilities

  • The consultant will arrange well-equipped training for 300 participants in different trades.
  • The consultant will ensure the visibility of the activity and SIF will help the consultant in developing visibility banners for this activity
  • The consultant will design training manuals/modules as per trades (separate for each mentioned trade) for participants.
  • The consultant will develop all learning aids, teaching materials, Manuals, modules, and additional facilities as per the demand of curricula/training contents.
  • The consultant will provide all the pre-designed training learning materials in hard copies.
  • The training period will be 3 days and the timing will be from 09:00 am to 04:00 pm.
  • The consultant will award a training completion certificate to each successful trainee after successful training completion.
  • The consultant will make sure of the attendance record of trainees daily
  • The consultant will arrange and display lesson plans daily according to the recognized curricula.
  • The consultant will display a banner of course contents in the training hall.
  • The consultant will submit original copies of the attendance sheet to SIF for financial procedures.
  • The consultant will provide a training completion certificate at the end of the 3-day training session.
  • The consultant will be responsible for conducting pre and post-evaluation of the participants.
  • The consultant will submit a comprehensive training report with pictures at the end of successful training completion.
  • The consultant will deliver the training in the local language within the specific time frame.

 Required Skills and Competencies:

  • Consultant/Consultant should have in-depth and strong knowledge of Business Management/ Business management activities especially in KP. Having working experience with Afghan refugees will be an added value.
  • proven knowledge of the social & development sector particularly in the fields of capacity building and knowledge about local issues regarding business development.
  • Consultant/Resource person having at least 5-10 years of proven successful experience in training particularly community-level capacity development training of enterprise development.
  • Fluency in Pashtu/ Urdu /English

Terms & Conditions

General

  • Quoted prices for the above items shall be inclusive of all kinds of govt. taxes and duties as per prevailing Tax Laws of Govt. of Pakistan.
  • All prices must be quoted in Pak rupees.
  • Withholding tax & and GST as per government prevailing rates shall be deducted at the time of payment.
  • Payment shall be made after the final report Submission in the form of a cross cheque within three weeks after the execution and subsequent submission of the invoice to the SIF (Pakistan).
  • SIF reserves the right to reject any or all quotations without assigning any reason thereof.
