I. Job Title. Climate Finance Specialist 

II. Project Name and Scope. The Pakistan Climate Finance Activity (PCFA) under USAID’s Climate Finance Development Accelerator, Contract Number 7200AA22C00044.  PCFA has two objectives. Objective 1 will de-risk and catalyze investments in climate smart and clean energy interventions that align with national/local priorities, working with private enterprises, project developers, and local authorities to enhance their capacity to develop and appraise high quality proposals, and linking them with potential funding sources. Objective 2 aims to unlock and catalyze public and private finance to strengthen the climate resilience of Pakistan, catalyze investment into other sectors for developing climate-resilient infrastructure, and support the country’s National Adaptation Plan.

III. Position Classification: Long-term Local Professional Staff.

IV. Estimated Duration of Assignment and Location. Long-term. Duration of PCFA contract, this position will be based in Pakistan.

V. Reporting Responsibilities. Ultimate day to day field supervision and authority for all project personnel and all aspects of project activities rests with the Adaptation Finance Advisor or his/her designee., and in the Chemonics headquarters, with the Climate Finance for Development Accelerator Chief of Party. The individual holding of this position shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the Adaptation Finance Advisor, or his/her designee..

For all routine responsibilities and duties, either directly or indirectly related to this position description, the individual holding this position shall report directly to, and be supervised by, the Adaptation Finance Advisor, or his/her designee.

VI. Responsibilities and Tasks.

The Climate Finance Specialist will work closely with the PCFA objective leads and support implementation of PCFA’s yearly work plan.

Responsibilities:

  • Support Technical Objective Leads in planning and execution of climate change finance activities with the public and private sector. Support in planning, execution, coordination, communications, and technical research will be part of the responsibility.
  • Develop in-depth understanding of the climate project screening tool developed by PCFA and support screening of concepts and project proposals internally. Provide technical inputs as projects are being screened and selected.
  • Build and maintain networks with key Climate Finance stakeholders (both Public and Private) in Pakistan (federal, and provincial governments included) and remain up to date on priorities.
  • Provide alignment and coordination support to MOCC&EC (NDA), GCF Accredited Entities, Executing Entities, Project Developers, and Public Sector Technical Departments. 
  • Stay up to date on climate finance  news and updates following board meetings of GCF, other funds and relevance to Pakistan and keep the PCFA team informed of new updates or changes.
  • Provide support in organizing and executing trainings, workshops and stakeholder consultations under PCFA’s climate finance ecosystem strengthening activities.
  • Maintain a master database of all concept notes, project proposals, and relevant information received, and ensure these are properly documented and tracked.
  • Fulfill other duties as assigned by supervisor, PCFA Team Lead, PMU, or the US-based CFDA leadership
  • Support information creation and evidence generation and build knowledge products on climate finance in support from other members of the team.
  • Research and analyze information of climate finance as per the requirement of proposed technical assistance planned.

 

Educational Requirements and Qualifications.  The individual holding this position shall possess the following: 

  • Degree in international development/relations, climate change, climate finance, environmental and natural resources management, green finance, international development, economics or any closely related field with over 3 years of relevant experience.
  • Knowledge and experience in climate finance and climate finance instruments. Familiarity with multilateral climate governance framework and global climate finance architecture.
  • Experience in cross-institutional collaboration, including with representatives of public sector, private sector partners, financial institutions, and development partners preferred.
  • Willingness and ability to get up to speed quickly on complex, technical topics in climate finance. Prior experience in GCF project/concept note development, investments, sustainability, and/or climate change mitigation/adaptation preferred. 
  • Ability to work in a fast-moving, fluid team setting with multiple stakeholders. Excellent communications, interpersonal, and client relationship skills. 
  • Attention to detail, efficiency, creativity, initiative, and an orientation toward collaboration and problem solving. Strong organizational skills. 
  • Ability to foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
  • Advanced English and Fluent Urdu required.
  • An understanding of the Pakistan’s climate finance ecosystem is a plus.
