Job Summary:
The Senior Project Manager will be responsible for the effective implementation of CARE’s ongoing early recovary projects in Sindh, focusing on critical areas such as WASH, Shelter, Health & Nutrition, Food Security and livelihood with gender-sensitive approaches. The incumbent will ensure that the project’s interventions are aligned with humanitarian standards, integrated effectively across sectors, and delivered in a timely and impactful manner. The role involves managing all aspects of the integrated response, including coordination with local authorities, partner organizations, and other stakeholders at the district and provincial levels. The Senior Project Manager will also oversee the field office operations in affected districts, ensuring the safety and security of staff while maintaining high standards of program delivery.
Key Responsibilities:
1- Program Management and Strategic Oversight:
- Lead the project strategy, ensuring it addresses the immediate needs in Sindh, particularly in terms of integrated WASH, Shelter, Health & Nutrition, Food Security and livelihood with gender sensitive approaches.
- Develop and implement a project plan, including procurement, distribution, and spending strategies, coordinating with relevant stakeholders (e.g., CARE’s MEAL, Finance, Admin & Logistics departments) to ensure timely and quality delivery of response activities.
- Supervise technical teams in the field, providing guidance on WASH, Shelter, Health & Nutrition, Food Security and livelihood and ensuring alignment with national and international humanitarian standards.
- Monitor project activities against set objectives and indicators, adjusting strategies as needed to maximize impact and efficiency.
2- Monitoring, Evaluation, and Reporting:
- Collaborate with the MEAL team to design and implement an M&E plan that tracks progress against key project indicators, ensuring that data collection is accurate and timely.
- Regularly analyze data and share findings with stakeholders to inform decision-making and improve program effectiveness.
- Prepare and submit comprehensive reports to CARE’s senior management, donors, and relevant authorities, adhering to all reporting requirements and deadlines.
3- Coordination and Liaison:
- Act as CARE’s primary representative at district and provincial forums related to the integrated response, building and maintaining relationships with government bodies, NGOs, and UN agencies.
- Work closely with local authorities to secure necessary permissions and facilitate smooth project operations in target areas.
- Ensure that all coordination with external stakeholders, including security forces, is conducted in line with CARE’s protocols and documented appropriately.
4- Logistics and Supply Chain Management:
- Oversee the procurement and distribution of supplies, ensuring that all processes adhere to CARE and donor standards.
- Coordinate with logistics teams to manage supply chain challenges, ensuring the timely delivery of goods and services to the target communities.
5- Communication and Reporting:
- Maintain regular communication with CARE’s headquarters and other key stakeholders, providing updates on project progress and any emerging issues.
- Ensure that all project-related communications, both internal and external, are clear, accurate, and contribute to the overall transparency and accountability of the project.
6- Team Leadership and Capacity Building:
- Provide leadership and support to the field teams, ensuring that all staff are adequately trained and equipped to perform their roles effectively.
- Implement CARE’s performance management system for direct reports, offering regular feedback and guidance to foster professional development.
- Address any performance issues promptly and in accordance with CARE’s HR policies.
7- Safety and Security Management:
- Ensure that all staff in the field adhere to CARE’s security guidelines and SOPs, conducting regular reviews to address any potential risks.
- Work closely with CARE’s security team to monitor the security situation in the project areas and make adjustments to project plans as needed.
Qualifications and Experience:
Required:
- Bachelor’s degree in a relevant field such as management, public health, or social sciences.
- 8-10 years of senior-level experience in early recovery response or humanitarian assistance, with at least 3-5 years of project management experience
- Proven experience in managing multi-sector projects with a focus on WASH, shelter, and livelihood restoration, ideally in collaboration with UN agencies or international NGOs.
- Demonstrated ability to manage large teams and complex projects, including experience in budget management and donor reporting.
- Strong understanding of the humanitarian context in Pakistan, particularly in Sindh, and familiarity with the challenges of working in flood-affected areas.
- Excellent communication and coordination skills, with the ability to work effectively with local authorities, partners, and other stakeholders.
