I. Job Title. Finance Officer

II. Estimated Duration of Assignment and Location. Long-term. Duration of IPA contract, this position will be based in Islamabad, Pakistan. 

III. Ultimate Authority and Chain of Command.  Ultimate day to day field supervision and authority for all project personnel and all aspects of project activities rests with the Chief of Party or his designee, and in the Chemonics headquarters, with the project management unit (PMU) Director. The individual holding this position shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the Chief of Party, the Chief of Party’s designee, or the PMU Director.  

For all routine responsibilities and duties, either directly or indirectly related to this position description, the individual holding this position shall report directly to, and be supervised by, the Finance Manager, or his designee. 

 

IV. Position Objective and Specific Tasks.  

As directed by the Finance Manager or his designee, the Finance Officer shall perform the following functions: 

  • Support the Finance Manager to manage project financial budgeting and expenditure progress. 
  • Prepare checks and bank drafts based on appropriate and complete documentation. 
  • Prepare and conduct bank/petty cash reconciliation on monthly basis. 
  • Prepare coding sheets in ABACUS (accounting software) before they are sent to the Finance Manager for review.
  • Support the Finance Manager to Ensure the maintenance of proper accounting documentation, ensuring that all supporting documentation and approvals are accurate, truthful, and complete.
  • Prepare and process payroll vouchers each month in ABACUS system.
  • Provide support to Finance Manager to ensure appropriate documentation of journal entries, payment requests, and general ledger reconciliations.
  • Labelling and indexing of all financial files i.e., hard/soft, as per established organizational policy.
  • Monthly scanning of all financial vouchers and archive online for Chemonics Head Quarter’s review.
  • Provide support to the Finance Manager in internal audits of accounts payable, accounts receivable, payroll, fixed assets, and petty cash.
  • Ensure full compliance with applicable local taxation laws related to salary, goods and services. 
  • Upload and maintain proper record of data, of withholding taxes on online portal of FBR. Provide tax certificates to employees, consultants, and vendors as and when required. 
  • Assist in the preparation of monthly wire transfer requests through a thorough analysis of projected project expenditures. 
  • Preparation of General Sales Tax (GST) exemption requests and reports to ensure accuracy and compliance. 
  • Work closely with Finance Manager to ensure proper safeguards of project funds and compliance with established USAID and Chemonics financial and accounting procedures. 
  • Assist to ensure that all the expenses incurred are in relevance with the project and are allowable under Federal Grants. 
  • Assist as necessary with drafting of budgetary revisions. 
  • Assist in the preparation of periodic budget revisions based on delivery targets, and biannual mandatory budget revisions. 
  • Utilize quantitative skills through plugging figures for planned activities such as technical assistance, study tours, meetings and conferences and support to the stake holders affiliated with the project. 
  • Perform other duties as required or assigned by the Finance Manager, the Operations Director, the Chief of Party, or the PMU which are consistent with the qualifications, scope of work and general requirements of IPA. 
  • Conducting all business in a manner that respects local culture.
  • Maintaining high ethical standards at all times, avoiding any actual or perceived conflicts of interest.
  • Abide by all local laws, USAID regulations, and US Embassy/USAID project directive.

V. Policy and Procedures.  With respect to all policies and procedures related to this position, written guidance in the form of the Project’s Field Personnel and Operations Policy Manual will be issued and updated from time to time that will clarify, modify, and/or establish Project policies and procedures that govern either directly or indirectly the duties and responsibilities of this position.  It is incumbent upon all Project employees to stay apprised of all policies and procedures in the Project’s Field Personnel and Operations Policy Manual, as updated. In addition, should at any time the individual holding this position shall be unclear as to the meaning of any policy and/or procedure presented in these files, or any verbal instructions given by the employee’s supervisor, the employee has the right to request written clarification from the Chief of Party or his/her designee.  By signing below, the individual holding this position confirms that the individual has read and understands the Project’s Field Personnel and Operations Policy Manual, as updated. 

VI. Educational Requirements and Qualifications.  The individual holding this position shall possess the following: 

  1. Qualifications. 
  • Bachelor’s degree in related field required, Master’s degree strongly preferred. Association of Certified Chartered Accountants (ACCA), Chartered Institute of Management Accountants (CIMA) or equivalent professional qualifications preferred. 
  • Minimum of 2 years of relevant experience; USAID experience desirable 
  • Computer literate in word processing, spreadsheets, and preparation of tables with Microsoft Office (including Word, Excel, and PowerPoint) is necessary. 
  • Knowledge of income tax and sales tax laws is desirable. 
  • Excellent interpersonal and communications skills 
  • Strong commitment to Chemonics values including integrity

  • Fluency in English and Urdu required
