CRS has been operational in Pakistan since 1954. CRS’ relief and development work are accomplished through program of emergency response, food security/livelihood, education, and disaster risk reduction (DRR). Currently, CRS is responding to monsoon floods in Sindh and Khyber Pakhtunkhwa. CRS has been working with local national partners to support government led efforts for implementation of 2022 flood response and recovery in Pakistan.

 

Job Summary:  

CRS is currently seeking a Senior field Engineer for a three-year project SUKHAAR, an integrated agriculture, economic recovery and market systems (ERMS), MPCA, and WASH intervention, with the goal that households recover and are resilient to future shocks. The Senior Field Engineer will be responsible for technical assistance, guidance, and solutions during implementing/constructing all related infrastructure activities to partner technical team. Senior Field Engineer will not only assist the partner technical team but will also make sure the construction quality as per set design and guideline designed by CRS and other involved relevant stakeholders, and then applies a service-oriented approach to ensure projects consistently apply best practices and improve utility impact on these CRS services. The Senior field Engineer will support Program Manager to ensure effective MEAL system and process are in place that support high-quality programing and integration within the project and systems to adopt people centered approaches in all programs activities, coordination with relevant actors to ensure a holistic intervention. In addition, Senior Field engineer will build the capacity of the program and partners’ staff and work closely with them to coordinate the development and implementation of the various development interventions.

 

Roles and Key Responsibilities: 

Work with Project Manager and counterpart(s) in

  • Help partner staff in preparing BOQ and design of WASH facilities etc. as and when required.
  • Ensure the capacity building of CRS & Partner staff on conducting Water Quality tests and making sure to conduct pre & Post Water Quality tests of drinking water sources.
  • To assist the partners staff for identification of Solid waste management campaigns/activities and support them during the implementation.
  • Arrange capacity building and O&M trainings for village committees and skilled labours.
  • Ensure quality of standard quality assurance tools, methods, and protocol.
  • Follow project guidelines in the implementation of the project activities.
  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
  • Provide support to partners in verification of the appropriate standard materials used in construction/rehabilitation activities.
  • Ensure that implementing project activities are according to the approved design and parameters.
  • Work in close cooperation with all key stakeholders including government authorities, community leaders, beneficiaries, partners/donors’ organizations, and other providers of emergency relief/early recovery.
  • Ensure timely and efficient monitoring and evaluation of project activities.
  • Contribute to the development of Project standards.
  • Assist partners in the designing and implementation of other complementary relief & rehabilitation interventions (including livelihoods, WASH, education, Shelter, DRR and emergency preparedness, etc.)
  • Ensure coordination of program strategy & implementation systems with partners and other actors, donors, and relevant government agents
  • Create learning opportunities for CRS and Partner’s technical staff.
  • Compile project reports highlighting project impact against indicators.
  • Contribute to field-based reports CRS and/or external donors.
  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.
  • Champion learning with project staff and program partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Facilitate PM for the assessment of staff capacity and technical assistance requirements for partner organizations, overseeing capacity strengthening initiatives and necessary interventions to ensure high-quality project implementation.
  • Provide technical assistance, guidance and solutions for effective implementation of technical aspects of the project.
  • Support project team for technical assistance and capacity strengthening activities for improved access to climate and disaster-resilient infrastructure, strengthen local authorities' preparedness capacity, enhance socio-economic and environmental resilience and WASH program areas for staff and partner organizations to enhance program quality and impact.
  • Support PM to ensure programming is aligned to targets and indicators contained in the project proposal and use the information from the MEAL systems and tools to improve program effectiveness and ensure the program is gender responsive.
  • Actively engage CRS staff and partners and proactively network and engagement with relevant private and public institutes, including research institutions and leading businesses and donor community in developing and carrying out program activities.
  • Recommend and implement improvements in program design, implementation strategies, and monitoring frameworks.

 

Basic Qualifications:

  • Bachelor’s degree in civil engineering/architectural or other related field required.
  • Minimum of 4 years of work experience in WASH & community infrastructure development, ideally in the construction/rehabilitation activities, preferably with an international organization. Additional experience may substitute for some education.
  • Practical experience of engaging in all phases of project cycle (design, start up, implementation, evaluation and close out) as well as team management, budget management etc.
  • Demonstrated ability to engage and mobilize diverse partners including the private sector, develop strategic partnerships and stakeholder networks, and communicate, and coordinate among key stakeholders.

 

 

Required Languages - Required proficiency in written and speaking in English, Urdu, and Sindhi.

 

Travel – The position will be based in Meher/Dadu and must be willing and able to travel to another project district Jacobabad.

Preferred Qualifications:

  • Experience working with partners, participatory action planning and community engagement.
  • Staff supervision experience a plus.
  • Experience monitoring projects and collecting relevant data.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
