A National NGO is looking for dynamic & Professional candidate for the position of Shelter Lead. Candidates with possession of following essentials are highly encouraged to apply. 


Required Qualifications:

Education:

  • Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related field. Master’s degree is an advantage.

Experience:

  • At least 5 years of experience in managing shelter projects within humanitarian or development contexts.
  • Proven experience in managing shelter interventions in complex environments for refugee and host communities, preferably in KP or similar contexts.
  • Demonstrated experience in stakeholder coordination, community engagement, and capacity building in shelter projects.
  • Experience in conducting needs assessments, technical assessments, and monitoring and evaluation of shelter projects.

Skills:

  • Strong technical skills in shelter design, construction, and rehabilitation.
  • Excellent project management skills, including planning, budgeting, and reporting.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Proficiency in using project management and technical design software and tools.
  • Strong analytical and problem-solving skills.

Languages:

  • Fluency in English and Pashtu (written and spoken) is required. Proficiency in refugee languages (e.g., Dari, Farsi) is an advantage.

Key Responsibilities:

Project Planning and Implementation:

  • Assist in the development and implementation of detailed project plans, schedules, and budgets for Shelter activities.
  • Oversee the technical design and ensure quality construction and rehabilitation of shelters.
  • Coordinate the distribution of cash grants and in-kind support for shelter improvements.

Technical Assessments and Support:

  • Conduct needs assessments, capacity assessments, and technical assessments related to shelter interventions.
  • Provide technical guidance and support for the implementation of shelter activities, including the construction and repair of shelters.
  • Ensure that shelter designs meet safety, accessibility, and environmental sustainability standards.

Stakeholder Coordination:

  • Engage with government authorities, local organizations, and community representatives to facilitate shelter project activities.
  • Maintain regular communication and coordination with relevant stakeholders, including SAFRON, CCAR, CAR, and local municipal authorities.

Monitoring and Evaluation:

  • Implement monitoring and evaluation frameworks to track the progress and outcomes of shelter activities.
  • Conduct regular field visits to monitor the quality and progress of shelter interventions.
  • Prepare and submit regular reports on shelter activities, progress, and challenges.

Community Engagement:

  • Conduct community needs assessments and consultations to inform shelter project planning and implementation.
  • Promote community participation and ownership of shelter project activities.
  • Establish and manage a complaint and feedback mechanism to address community concerns related to shelter activities.

Compliance and Risk Management:

  • Ensure compliance with donor policies, procedures, and standards in all shelter activities.
  • Identify and manage project risks, including environmental, social, and security risks related to shelter interventions.
  • Ensure that all shelter activities promote climate resilience and environmental sustainability.
