Project Overview:

The Building Healthy Families Activity aims to expand access to and utilization of essential health care in Pakistan, including quality family planning (FP) and maternal, newborn, and child health (MNCH) services, in order to improve health outcomes for some of its most vulnerable populations. BHF operates in Pakistan’s Sindh and Khyber Pakhtunkhwa provinces, addressing environmental and health barriers to the uptake of integrated FP/MNCH services. BHF takes a health system-strengthening approach to improve FP/MNCH services—prioritizing the strengthening of leadership, governance, frontline human resources, and policies for gender-equitable family health. In addition, it supports the integration of emergency preparedness and response in the public health system. The activity supports and will contribute to the achievement of the Government of Pakistan’s goals of universal access to reproductive health services; increasing rates of skilled delivery attendance; and expanding coverage of essential childhood immunizations.

Job Purpose:

We are seeking a skilled Civil Engineer to oversee the refurbishment of various government health facilities. The successful candidate will be responsible for conducting thorough assessments of the required infrastructures, developing comprehensive Bills of Quantities (BOQ), managing the execution of projects, and supervising vendors to ensure high-quality workmanship and timely project completion.

Key Job Outcomes:

Project Planning and BOQ Preparation:

  • Develop detailed Bills of Quantities (BOQ) for refurbishment projects.
  • Conduct site assessments to determine the scope of work and necessary resources.
  • Prepare cost estimates and budgets for each project.

Project Execution and Management:

  • Oversee the execution of refurbishment projects from start to finish.
  • Ensure that all work is carried out in accordance with project specifications, timelines, and budget constraints.
  • Coordinate with government health facility representatives to ensure compliance with regulations and standards.

Vendor Supervision:

  • Supervise and manage vendors to ensure quality workmanship and adherence to project timelines.
  • Conduct regular site visits to monitor progress and resolve any issues that arise.

Quality Assurance and Compliance:

  • Implement quality control procedures to ensure high standards of work.
  • Ensure that all refurbishment activities comply with safety regulations and building codes.
  • Address any deficiencies or non-compliance issues promptly.

Reporting and Documentation:

  • Maintain detailed records of project progress, expenditures, and any changes to the scope of work.
  • Prepare and submit regular progress reports to the Project Manager and other stakeholders.
  • Document any issues, solutions, and best practices for future reference.

Stakeholder Coordination:

  • Collaborate with government officials, health facility staff, and other stakeholders to ensure project requirements are met.
  • Facilitate clear and effective communication among all parties involved in the project.

 

Required Education and Work Experience:

  • Bachelor’s degree in civil engineering or related field.
  • Professional Engineer (PE) license or equivalent certification.
  • Minimum of 5 years of experience in civil engineering with a focus on project management.
  • Proven track record of successfully delivering infrastructure projects on time and within budget.
  • Strong technical skills in civil engineering design and analysis software.

Preferred Education & Work Experience:

  • Master's degree in civil engineering or related field.
  • Experience in practical fieldwork with the Government sector.

  • This is a contractual position of 1 (one) year only.
  • Travel required (40 or less).
