Job Summary

The Community Protection Officer will be focusing on case management services, strengthening community based protection mechanisms, information dissemination and providing psychosocial counselling. The CBP officer will continue to build capacities of Outreach Volunteers, create access to services and support youth-led initiatives. The Community Protection Officer will be reporting to the Project Manager. She will be involved in mobilizing and working closely with relevant protection groups in Refugees settlement areas.

Roles and Responsibilities:

  • Facilitate all stages of community-based action plans by empowering and mentoring community groups through participatory approaches.
  • Support the notion of creating a safe environment that is conducive to meaningful dialogue and ensure the integrity of Community-Based Protection mechanism is upheld.
  • Daily implementation of field level activities in accordance with the operational priorities.
  • Deal with the community as a front line contact with Outreach Volunteers (VOs) and provide support to them to resolve the community’s issues and strengthen the referral mechanism.
  • Build capacity of all community structures and host community protection committees.
  • Identifying individuals categorized as Persons with Specific Needs (PSNs), Persons with Disabilities (PWDs) who require urgent support and are at risk of harmed.
  • Working with community structures to facilitate access to the available services and improve referral pathways.
  • Work closely with Outreach Volunteers in identifying and supporting cases in need of individualized support.
  • Community awareness raising on available services and respective service providers.
  • Ensure inclusion or integration of women and persons with disabilities in all community activities.
  • Support community structure in developing yearly plans and adhering to their action plans and also ensuring community structures have working gears.
  • Advocate for community participation to ensure refugees especially females have access to health care, education, and skill building opportunities.
  • Build relationships with religious leaders, community leaders and influential people in community.
  • Support social reintegration of individual cases.
  • Work with monitoring and evaluation team in organizing sessions to receive feedback from the community and provide feedback to the community on the issues raised.
  • Any other work assigned by the Supervisor
  • Manage overall community-based protection activities in the refugee settlement areas.
  • Data collection and data entry to share with the M&E department.
  • Plan and conduct meetings, trainings and awareness campaigns.
  • Ensure community participation at all stages of programming.
  • Provide guidance and support to OVs on the community mobilization, counseling, recreational activities and other community-protection and engagement activities.
  • Coordinate with other UNHCR partner organizations and other NGOs in community mobilization, referral systems and create awareness in an integrated manner.
  • Track the cases reported at the office and within the community,
  • Prepare work plans, monthly, weekly, quarterly and semi-annual along with the required activity reports, as requested by the Project Manager
  • Participate in coordination meetings as assigned by the supervisor.
  • File and ensure all OVs reports and community structures meeting minutes are well documented.

 Qualification & Experience:

  • Minimum Bachelor degree in social work or relevant social sciences with at least 4 years of relevant working experience in development sector, especially in the area of refugee protection.
  • Experience working with Refugee Community, and especially with PSNs and PWDs is desirable.
  • Basic IT skills: knowledge of MS Word, Excel and Outlook.
  • Knowledge in safe healing and learning spaces management.
  • Proactive.
  • Ability to speak Pashto or Dari is an added advantage.
  • Familiar with core principles of Refugee Protection, Children Rights, Participation, Do No Harm, Community and Family Support.
  • Ability to cope and work under pressure.
