Creating Equal Opportunities for Socio-Economic Empowerment of Marginalized Communities in Mirpurkhas District- Phase II

1. Description of Assignment

An international faith-based development and humanitarian organization intends to commission a video documentary. The focus will be to capture how skills training offered to young men and women facilitates in district Mirpurkhas to elevate their socio-economic wellbeing. The documentary will be confined to capture the practical work conducted in Rozgar Centers, short interviews of the beneficiaries, illustration/animation for the statistics, and short interviews of the selected country office and local implementing partner’s personnel.

Quality standards, principles, and ethical consideration

The service provider/ consultant shall respect the contracting organization’s policies and guidelines such as Do no Harm, Information Security, and ethical guidelines for the video documentary. Data and information collected during the assignment will be used for the purpose of the assignment only and handed over to the contracting organization on completion of the assignment. Key aspects of the quality assurance regime that the consultant is required to provide in the proposal are:

- Overall quality control

- Data quality assurance

- Data storage, retrieval, and analysis

- Privacy /sensitive information protection protocols

2. Deliverables and schedule

The duration of the review will be approximately 75 days after the signing of the contract.

3. Team Composition and Requirement

The consultant/consulting firm must provide a minimum of the following personnel for this assignment.

Core team:

Full-time Team Lead
Full-time videographer
Whiteboard animation expert
Scriptwriter

Field Team:

Although the consultant/ consulting firm will determine the composition and number of personnel in field team(s). However, the field team must have representation of both genders, and at least one supervisor for each team.

The consultant/consulting firm must clearly mention the key roles and responsibilities of each member of core team and field team based on the skills and experience required for this assignment as outlined below.

Technical Understanding	- Advanced degree in a relevant discipline such as mass communication, development communication, audio/video production, animation, graphic designing, etc. - Hands-on experience - Excellent Communication skills, written and oral, including in cross-cultural contexts (i.e. Mirpurkhas, Sindh). - Understanding of local languages in Mirpurkhas particularly Sindh
Experience	- Minimum ten years of experience in videography preferably with INGOs/UN agencies - Sindh-based consultant firm/consult will be preferred. - Experience in storytelling, content development, and voiceover. - The consultant/consultant firm must have state-of-the-art equipment and technology. - Expertise with high 4k equipment, drone cameras and video editing software. - Able to respond to short deadlines.

Consultant’s Roles and Responsibilities

- The proposal must include the details around the deliverables mentioned in the TORs.

- Hold an inception meeting with the Programme team.

- Submit an inception report to specify the timelines for the field work, development and submission of draft video documentary.

- Establish contacts with all the relevant stakeholders in target communities/districts identified by the contracting organization.

- Field visits to Rozgar Centers for video capturing/shooting; interview with partner organization/selected CO personnel/selected training participants, and other relevant stakeholders in accordance with agreed plan.

- Working on whiteboard animation and subtitles.

- Submission of the draft video product and finalize it based on the feedback from CO focal personnel.

- Submission of source file, consent forms and raw footage.

Intellectual Property

All information and production of the documentary pertaining to the assignment as well as outputs produced under duration of contract shall remain the property of our organization who shall have exclusive rights over their use. The product shall not be disclosed to the public nor used in whatever format without written permission of the commissioning authority in line with the national and International Copyright Laws applicable. Commissioning authority owns the rights of all material used to create the video and can re-use the arts files as needed. Media material to be delivered should not be used or reused without the commissioning authority written consent.

12. Submission of Proposal

EOI will be submitted on email address; “[email protected]” the following documents:

- Cover letter with the applicant’s current contact information including how the candidate’s previous experience matches the consultancy objectives as well as their interest for the position (no longer than two pages)

- Technical proposal on how they intend to carry out the assignment. The parameters mentioned under the eligibility criteria should be addressed in the technical proposal.

- Financial proposal/detailed budget of the project.

- CV of consultant/s and professional references or letter of recommendation.

- Samples of recent similar assignments: online portfolios and links to animated videos.

- List of software that the consultant/s owns\ and will be used for providing the services specific in the TORs.
