Job Summary

CARE has decades of global experience and proven success working with small-scale women producers. She Feeds the World is unique because it strategically connects multisector who, together, can create change at scale. The goal of the SFtW framework is to fulfill the rights to food and nutrition security for women and small-scale producers and their families. SFtW builds on CARE's 75 years of experience in promoting an integrative approach to food and nutrition security that not only promotes access to critical inputs like water, land, seeds, technology, and finance, and access to markets, but also includes an explicit focus on nutrition, safety nets and social protection in times of crisis, and puts gender equality and women's empowerment at the heart of everything we do. SFtW works directly with women to strengthen their skills and confidence to engage in sustainable agriculture practices, financial inclusion, market engagement, gender equality, and food and nutrition security -- while also engaging with men and boys to support efforts for greater equality. To continue to push the envelope on high quality programming, SFtW harnesses cutting edge research and innovation. We use evidence to build strategic partnerships, along with advocacy and influencing strategies, that fuel structural changes and scale up proven approaches to improve food and nutrition security for women and their households. Together, these evidence-based tools and practices link women to resources and markets, improve family nutrition, and break down barriers that trap small-scale producers (specially women) and their families in poverty.

CARE Pakistan has decades of experience in working with marginalized and vulnerable producers and their communities. We work with women, girls, boys and men to unleash women's potential to the benefit of society as a whole. We focus on promoting long-term development through our programs, multiplying impact through evidence, and influencing at a national and global scale.

The project will be implemented in two districts of Punjab Province (Vehari, Okara). The main change pathways of the project are:

  • Supporting women’s empowerment
  • Increasing women’s access to and control of productive resources
  • Enabling women’s access to inclusive markets
  • Improving nutrition
  • Multiplying impact, to enable change at scale

The Position will be based at CARE Country Office Islamabad with frequent travel (50%) to the field.

Job Responsibilities and Tasks:

The overall objective of the position is to support CARE International partnership department by designing and implementing CARE partnership principles. The incumbent in close collaboration of CD , ACD - P and Director Emergency will lay out a plan to systematically engage long term partners. The incumbent will work with program team, ACD-P, Director Emergency, ACD-PS, Grants and Partnership Manager and develop capacity development plans for the new and existing partners as an outcome of due diligence. The incumbent will design and organize training on operations and program areas. The incumbent along with Partnership Decision Committee will conduct due diligence for all new patterns and repeat due diligence for existing partners.  Partnership Development Specialist shall perform the following tasks and responsibilities: 

1- Capacity Building of Partners (50%):

  • Lead in development of IP’s capacity building plan and drive its implementation.
  • Identify with technical specialists and field-based managers capacity gaps of /partner and co-create plans to build capacity and monitor uptake of new skills.
  • Spearhead capacity development on key themes to develop organizational/operational capacity of partner including curriculum development, training contents development and its implementation.
  • Mobilize capacity development opportunities and coordinate technical assistance to improve the capacity of implementing partner in the areas resulted from the assessments.
  • Contribute to the review of existing CIP in-house resources to establish partner training material bank and improve these resources.
  • Review and contribute to the refinement of the capacity building approaches to ensure the most appropriate capacity building actions are employed in addressing partner(s) capacity needs and agree capacity development action plans with partner capacity building, finance, and accountability officer.
  • Establish key performance indicators (KPIs) and monitor partner performance.
  • Capacity building plan in place for partners and key stakeholders
  • Formulate clear capacity building approaches.
  • Address challenges and conflicts within partnerships promptly and effectively.
  • Take lead in developing risk registers for partner in close coordination with relevant departments

2- Partnership Policy and Strategy Development and Management (15%):

  • Identify and select suitable partner (s) with Partnership Decision Committee for CIP for its interventions in Pakistan.
  • Contribute to the development of the CIP national localization strategy and update it accordingly.
  • Develop and sustain strong relationships with partner organization (s), other relevant organizations, and local/government officials. Liaise with relevant parties to coordinate activities and approaches.
  • Contribute to case studies/briefs highlighting out partnering work for presentation in different forums and donors.
  • Partnership policy and strategy development for CIP and ensure it aligns with CARE global standards and partnership principles

3- Quality Improvement in Partnering (15%):

  • Provide technical support to the partners for the overall program implementation in the field.
  • Promote an atmosphere of learning and development - including facilitating learning and information sharing between CIP partners. Work closely with PMs and ACD-P, Director Emergency for partnership learning events, reflection workshops on regular basis.
  • Support in development of metrics/dashboards to assess the effectives and efficiently, working in partnership with the program/operations.
  • Technical support for partner-led programs at CIP.
  • Attend coordination meetings to report on any project challenges to Coordination as requested; pro-actively raise foreseen issues challenges and delays to line manager and Country Director in advance to maximize risk mitigation.

4- Internal and External Engagement (15%):

  • Serve as focal point for partner issues, providing updates to key stakeholders as required.
  • Contribute to the development, marketing and lesson learnt material, highlighting program’s efforts to build partner (s) capacity.
  • Present CIP at internal and external forums.

5- Other responsibilities as assigned (5% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

Qualifications (Know How)

a) Education/Training

Required: Bachelor’s degree in relevant field such as; Business Administration, Development, Social Sciences, International development/ International relations etc.

Master’s degree will be given preference. Additional qualifications and experience in the relevant field will be an added advantage.

b) Experience:

Required:  Essential

  • 5-8 years of experience in the field of compliance management or partnering with and International NGO
  • Proven tragck record of working with local partners capacity building and ensuring partnership principles compliances.
  • Extent and relevance of experience in working with diverse partners and stakeholders.
  • Familiarity and proven experience in partnership development
  • Excellent computer skills, communication, writing and presentation skills.
  • Readiness to carry out visits to project sites and duty travel as required.
  • Flexibility and adaptability to work in emergency situations with tight deadlines.
  • Experience of working with large consortium formation and strategic partnership management
