CARE has been working in Pakistan since 2005 and has implemented over 400 million USD worth of programs, which have reached 13 million beneficiaries. CARE has significant experience implementing both humanitarian and development projects, with a particular focus on Food security & Livelihoods (FSL), Nutrition, Health, Education, Protection, Shelter/NFIs, and Water Sanitation and Hygiene (WASH). With the funding support of Australian Humanitarian Partnership, CARE is implementing an integrated flood response project with a focus on addressing nutrition, livelihoods, and indebtedness issues of target populations through improving access to food, increasing the potential to earn income, and particularly focusing on children’s health and nutrition.
Under the Flood Response in Sindh project, families have been supported through direct cash transfers, agriculture and livestock livelihoods support, and kitchen gardening activities to address key issues of household expenditure on food and household indebtedness and to improve the agriculture and livestock production, vegetables for household consumption and sale in the market.
The nutrition-specific support under the project includes screening the nutritional status of children under five and pregnant and lactating women (PLW), treatment of children identified as experiencing Severe and Acute Malnutrition (SAM), prevention and treatment of micronutrient deficiency among children under five and PLW by promotion and protection of infant and young child feeding (IYCF) practices, and capacity building. The two objectives identified for this project are:
1. Outcome 1: Improved food consumption through integrated livelihoods and food response;
2. Outcome 2: Improved nutrition status of vulnerable children, adolescents, and PLWs through the provision of cash grants and nutrition services.

Purpose and Scope of the Final Evaluation

Overall Objective
The overall objective of the proposed endline exercise is to take a final measurement of the project outcome indicators and evaluate the impact of the project.
Geographic Scope
The project is implemented in 16 UCs of district Mitiari in Sindh province. The total population of the intervention UCs is 307,555 which includes 50,000 estimated households.
C. Indicative Methodology and Approach
To align with the baseline methodology, the final evaluation will apply a mixed method including desk review, survey, key informant interviews and Focus Group Discussion to collect quantitative and qualitative information respectively.
To measure change in participant’s knowledge level on nutrition, livelihood, KGs, DRR and GBV.
