Introduction
The Fleming Fund (FF) is a U.K. Department of Health and Social Care programme to help low and middle-income countries fight Antimicrobial Resistance (AMR). AMR poses a severe global threat, expected to cause 10 million deaths annually by 2050. With potential costs reaching $100 trillion, its impact on the global economy is significant. Fleming Fund Grants aim to tackle the AMR challenge in developing countries including Pakistan. The grants are funded by the UK Department of Health and Social Care and managed by Mott MacDonald for the country, regional and fellowship grants. Pakistan has received Fleming Fund support since 2019 in the form of two Country Grants, 9 Fellowships, and central and local procurement of equipment, reagents, and consumables. Between 2017 and the end of phase-1 of the program in March 2023, the program has provided financial support to grantees to establish and support local development of national AMR surveillance systems.
In partnership with the Fleming Fund, DAI's programme in Pakistan collaborates with the Pakistani government to strengthen systems using a “One Health” (OH) approach – a multisectoral approach to complex health problems that reaches across human health, animal health, and environment sectors. As global leaders in One Health, the DAI team helps incorporate One Health across programme interventions. DAI is helping Pakistan become a leader in combating antimicrobial resistance, and a model for better management of antimicrobials in human and animal populations. DAI and its consortium partners have successfully secured an additional round, Phase 2, of the Fleming Fund Country Grant in Pakistan which spans from January 2024 to December 2025. The Phase 2 of the FFCG programme focuses on achieving four intermediate outcomes: 1) Production of quality AMR/U/C and burden of disease data; 2) Conducting quality data analysis; 3) Sharing quality data analysis with decision-makers; and 4) Contributing to sustainable investments at both the country and global levels to counter AMR.
Position Summary
To map the distribution pathways of AMC in Pakistan for both human health and animal health sectors, and to write a comprehensive report on the findings.
1. Data Collection:
- Review existing literature, reports, and studies related to AMC in Pakistan.
- Conduct field visits to collect primary data where necessary.
- Identify and gather data on AMC from relevant sources including hospitals, pharmacies, veterinary clinics, pharmaceutical companies, and government agencies.
2. Mapping Distribution Pathways:
- Analyze the collected data to map out the distribution pathways of antimicrobials in the human and animal health sectors.
- Identify and document key stakeholders involved in the AMC distribution network, including manufacturers, distributors, healthcare providers, and end-users.
- Use data visualization tools to create clear and detailed maps and flowcharts of the AMC distribution pathways.
3. Stakeholder Engagement:
- Engage with stakeholders from DRAP, Ministry of Health, Ministry of Food Security and Research, pharmaceutical companies, and other relevant entities to gather insights and validate findings.
- Conduct interviews and focus group discussions to enrich the data and findings.
- Record the feedback and information from stakeholders for incorporation into the final report.
4. Technical Support and Quality Assurance:
- Implement quality assurance measures to verify the accuracy and reliability of the data.
- Ensure compliance with national and international guidelines for AMC data management.
- Provide technical guidance to DRAP and other stakeholders on interpreting AMC data.
5. Report Writing:
- Develop a comprehensive report detailing the mapping of AMC distribution pathways, including but not limited to objectives, methodology, findings on the distribution pathways for both sectors, visual representations (e.g., maps, flowcharts), analysis of key findings and their implications as well as recommendations for improving AMC management and policy interventions
- Ensure the report is well-structured, clear, and concise.
- Prepare and deliver presentations on the report’s findings to DRAP, Fleming Fund, and other stakeholders.
Requirements (Education, Experience, Skills, Languages etc.):
- Advanced degree in Public Health, Epidemiology, Veterinary Medicine, Pharmacy, or a related field.
- Proven experience in data analysis and report writing, preferably related to antimicrobial resistance (AMR) or AMC.
- Strong understanding of health systems in Pakistan, including both human and animal health sectors.
- Proficiency in statistical analysis software and data visualization tools.
- Excellent analytical, problem-solving, and organizational skills.
- Strong communication and interpersonal skills for effective stakeholder engagement.
- Exceptional writing skills with a proven track record of producing high-quality reports.
- Ability to work independently and manage multiple tasks effectively.
