CARE Pakistan invites proposals from qualified consulting firms/organizations to conduct a Baseline Study for the project “Protection-Sensitive Access to Essential Health, Nutrition Screening, and Psychosocial Support for Vulnerable Displaced and Host Populations” funded by ECHO.

Assignment Location: Districts Peshawar, Kohat, Charsadda, and Mardan, Khyber Pakhtunkhwa.

Purpose of the Assignment:
The baseline study aims to establish benchmark values for project outcome and output indicators related to health, nutrition, mental health and psychosocial support (MHPSS), and protection-sensitive service delivery among Afghan refugees, internally displaced persons (IDPs), returnees, and vulnerable host communities.

Key Responsibilities:

  • Conduct desk review and develop data collection tools.
  • Undertake quantitative and qualitative data collection.
  • Conduct health facility assessments, FGDs, and KIIs.
  • Analyze findings and establish baseline values for project indicators.
  • Submit inception report, raw datasets, draft report, and final baseline report with actionable recommendations.

Assignment Duration: Approximately 45 days.

Eligibility Requirements:
Interested firms must demonstrate:

  • Proven experience in conducting baseline/endline assessments and evaluations, particularly in health, nutrition, protection, and humanitarian sectors.
  • Experience working in refugee and displacement-affected contexts.
  • Availability of qualified experts in health, nutrition, protection, monitoring & evaluation, and data analysis.
  • Strong capacity in quantitative and qualitative research methodologies.

Submission of Proposals:
Interested firms/consultants should submit both Technical and Financial Proposals as per the requirements outlined in the Terms of Reference (ToR).
