Position Objective:
The purpose of this role is to support quality program delivery and successful completion of the existing projects, support ACF Pakistan in positioning for business development, and strengthen partnerships with local organizations. The position will invest in leadership capacities of Head of Programs, Deputy Head of Programs, MEAL and Program Development Manager.
Deliverables till Dec 2026:
- Identification of challenges and mitigation measures for timely project implementation and quality assurance
- Update donors through meetings, timely reporting and addressing feedback.
- Ensure the successful completion of projects by Dec 2026.
- Support on business development through evidence generation and guiding the HOP and DHOPs with regards to assessments, data generation and presentation to potential donors.
- Capacity building of Senior Management on partnership management
- Development of partnership strategy with active contributions from Partners.
Relevant Experience:
- Master's degree in development/humanitarian aid, international relations or relevant field.
- At least 5 years of experience in leading development and humanitarian programs portfolio in challenging contexts.
Job Description:
Mission 1: Strengthen Program Quality and Efficiency
- Track project timelines and activities completion and flag risks to delays or underspending.
- Review program data on a monthly basis with HoP/ DHoPs and identify specific actions b (activity adjustments, beneficiary number changes, resource reallocation).
- Ensure that each project monitoring plan are implemented and Activity Progress Reports are generated on monthly basis.
- Support key lessons learned are documented after project closure reviews and shared across teams through structured sessions or briefs.
- Facilitate critical thinking with the program team on humanitarian and developmental needs analysis and response design
Mission 2: Support Business Development and Positioning
- Support PD in the identification of priority funding opportunities aligned with ACF Pakistan’s strategic priorities.
- Guide technical teams in conducting assessments and generating evidence to inform strong, contextually relevant proposals to donors.
- Review concept notes and proposals to ensure they are clear, evidence based, and aligned with donor expectations.

Mission 3: Strengthen Technical Strategy and Program Design Quality
- Ensure that ECHO, SIDA PBA 2027 designs are based on clear problem analysis, with a strong link between needs, objectives, activities, and expected results.
- In consultation with the HOP, CD, DROD, review and validate technical approaches and intervention models to ensure they are appropriate to the context i.e. Baluchistan, KPK
- Ensure that lessons learned from ongoing and past projects are systematically integrated into new program designs.
- Ensure that program design processes actively involve local partners to design operationally and contextually suitable programs.
Mission 4: Strengthen Partnerships and Localization
- Facilitate and support the co creation of a joint partnership strategy with key local partners (July–August), ensuring clear priorities and areas of collaboration.
- Support monthly partner review meetings to jointly assess progress, identify challenges, and agree on practical actions to improve implementation.
- Support the development of a joint proposals/concepts notes with the local partners.
- Train the team on ACF partnership approaches, team is familiar and able to use partnership tools and processes by October 2026.
Mission 5: Strengthen Leadership Capacity of Program Teams:
- Conduct biweekly and monthly meetings with HoP/DHoPs for coaching on prioritization and planning, application of risk mitigation and decision making.
- Skill transfer on problem solving approach/techniques through a participatory learning by the program technical teams.
- Support HoP in strengthening team management practices and decision-making capacity
Mission 7: Acting Country Director (When Required)
- Temporarily assume Country Director responsibilities when delegated, ensuring continuity
Mission 8 : Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies
- Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
- Implement all work related activities with a gender, inclusion and child protection lens
- Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
Specific skills needed to perform the function
- Master's degree in development/humanitarian aid, international relations or relevant field.
- At least 5 years of experience in leading development and humanitarian programs portfolio in challenging contexts.
- Experienced with all stages of project cycle management including participatory tools and methodologies.
- Excellent in team management and motivation
- Solid experience and understanding of partnership management.
- Excellent strategic thinking, ability to think out of the box and inspire team for innovation.
- Knowledge of the main donors, including policies and requirements in development and humanitarian contexts.
- Fluent in written and spoken English
Additional desired skills:
- Experience as a coach or mentor would be highly appreciated
- Prior experience with ACF preferably in the same region
- Good communication and coordination skills
- Prior experience as DCD Programs and technical knowledge of health, nutrition, FSL or WASH is desired, with a strong preference for health and nutrition
