1. ROLE IN THE ORGANIZATION

The WASH Engineer based at SIF’s Karachi office will be responsible for the technical assessment, design, implementation, supervision, and reporting of WASH infrastructure rehabilitation in targeted government schools under the WFP McGovern-Dole School Meals Programme in Districts Malir and Keamari, Karachi. S/he will operate under the direct supervision of the Base Program Manager and with technical support and coordination of the WASH Coordinator. S/he will ensure adherence to engineering standards, WFP/SELD requirements, and inclusive design principles throughout the construction and rehabilitation of school sanitation facilities, handwashing stations, and safe drinking water systems in a timely and quality assured manner.

S/he will carry out school level WASH needs assessments, prepare phased implementation plans, and ensure all 200 targeted schools are made WASH-ready across three implementation phases. S/he will oversee contracted vendors, ensure gender sensitive and inclusive design, and support the proper operation and maintenance (O&M) handover to School Management Committees (SMCs).

2. MISSIONS AND ACTIVITIES

Objective 1: Assessment/Training

Activities:

  1. Conduct WASH infrastructure assessments in all targeted government schools to evaluate existing facilities, identify rehabilitation/construction needs, and establish baselines for monitoring, covering latrines, handwashing stations, and water supply systems.
  2. Conduct water quality tests at school water supply points and verify that installed filtration units and water coolers meet safe drinking water standards for students and teachers.
  3. Train masons and artisans on school WASH facility design standards, gender-sensitive latrine construction, handwashing station installation, and safe water system commissioning techniques.

 

 

Objective 2: Technical Supervision

Activities:

 

  1. Develop school specific BOQs and technical designs for gender-segregated latrines, functional handwashing stations with soap, and electric water coolers with filtration units, ensuring all facilities are environmentally sound, disaster-resilient, inclusive for persons with disabilities (PWDs), and aligned with WASH minimum standards.
    1. Supervise all school WASH construction and rehabilitation works through contracted vendors, including latrine blocks (segregated by gender, handwashing platforms, masonry foundations, pipework, and drainage.
    2. Supervise installation and commissioning of all water supply systems in schools, including electric water coolers, filtration units, handwashing stations, and latrine facilities, ensuring functional operation before handover.
    3. Design school WASH facilities scaled to school population size, gender composition, and disability access requirements, ensuring each school meets the minimum standard of functional latrines, handwashing stations, and safe drinking water access per WinS (WASH in Schools) guidelines.
    4. Prepare technical designs and BOQs and ensure that all the construction work is implemented as per approved designs and engineering standards and share with relevant government department if necessary
    5. Ensure storage and delivery of related materials, equipment, tools and consumables on work site and maintenance of proper records.
    6. Ensure compliance with the Environmental and Social Management Plan (ESMP) for all school WASH works, including safe construction practices, proper waste management, water safety, and community health safeguards.
    7. Conduct monthly phased progress evaluations, tracking WASH readiness of schools against targets and report findings and recommendations to the WASH Specialist.
    8. Support the logistics department in procurement of school WASH construction materials and WASH consumables (soap, cleaning materials), and ensure safe storage and timely delivery to school sites.
    9. Handover all completed school WASH facilities to School Management Committees (SMCs) with O&M training, maintenance checklists, and as-built documentation.
    10. Perform other duties as required related to construction.

 

Objective 3: Coordination

Activities:

  1. Maintain close liaison with School Management Committees (SMCs), school administrations, and community mobilization officers to support implementation, ensure school access, and build local ownership of WASH facilities.
  2. Establish and maintain strong liaison with the Sindh Education and Literacy Department (SELD), district education offices, and WFP; align all school WASH infrastructure with the provincial WinS strategy; and draw technical guidance from the WASH Specialist and Coordinator for day-to-day lessons and best practices.
  3. Coordinate with the MEAL department to ensure WASH construction progress and quality data are captured against project indicators, supporting monthly MEAL reports and assessments.
  4. Carry out school level stakeholder mapping and develop coordination mechanisms with SMCs, school management, contractors, and WFP field teams to ensure accountability and smooth implementation across all schools.

                                                                                                                  

Objective 4: Documentation

Activities:

  1. Ensure proper documentation of all school WASH assessment findings, construction activities, quality inspections, and facility handover records in line with WFP and SIF reporting requirements.
  2. Prepare school-specific technical designs and BOQs for all WASH rehabilitation and construction works, ensuring designs account for gender-segregated latrines, MHM facilities, disability access, and ESMP requirements before contractor engagement.
  3. Support in preparation of phased implementation work plans for school WASH construction covering all phases with Gantt charts aligned to the project timeline.
  4. Prepare and submit school WASH assessment and technical feasibility reports for WFP and SELD review prior to commencement of each construction phase.
  5. Prepare and submit completion reports for all school WASH works at the end of each phase, including as-built drawings, handover certificates, O&M training records, and pre/post photographic documentation.

Objective 5: Reporting

Activities:

  1. Report all the activities to line and technical supervisor in a timely manner.
  2. Collect and analyze the reports and provide necessary feedback to the concerned
  3. Prepare field visit report and other ad hoc reports
  4. Compile and submission of bi-weekly or monthly reports for all construction works
  5. Any other assignment given by the supervisor according to the project need

3. KNOWLEDGE/SKILLS/BEHAVIOR

  • BE/BSc /B-Tech in Civil Engineering and Technology
  • Five (05) to Seven (07) years of experience in the WASH sector, preferably including school WASH (WinS) or institutional WASH infrastructure in public or private organizations; experience with international organizations or WFP-funded programs is an asset.
  • Proficient in AutoCAD or other Civil Engineering software’s
  • Proficient in MS Office (Excel, Word and PowerPoint etc.)
  • Good knowledge of SPHERE Standards, WASH in Schools (WinS) guidelines, and gender-sensitive and disability-inclusive WASH design; familiarity with DRR and climate-adaptive approaches and ESMP requirements in construction projects.
  • Knowledge and experience in providing presentations and written reports
  • Good inter person and communication, liaison and presentation skill
  • Ability to communicate effectively both orally and in writing
  • Be culturally sensitive and possess good interpersonal skills
  • Be a self-starter and be able to work with minimal supervision
  • Be able to deal with people at all levels with tact and diplomacy
  • Good Team player and motivated to work in remote and uncertain environment respecting standard operating procedures as devised and instructed.
