1. ROLE IN THE ORGANIZATION

The Construction Site Supervisor based in Karachi is the front line implementation officer responsible for schools assessments and Day-to-Day supervision of all school WASH construction and rehabilitation works under the WFP McGovern-Dole School Meals Programme in Districts Malir and Keamari. S/he operates under the direct supervision of the Base WASH Engineer and with technical guidance from the WASH Specialist. S/he is present on school construction sites daily, managing masons and contracted artisans, controlling material use, enforcing quality and safety standards, and ensuring every school WASH facility is built exactly as per the approved design and BOQ.

S/he will work across multiple school sites simultaneously, maintain daily site diaries and track material consumption against BOQs, conduct quality checks at every construction stage, and immediately flag any defect, deviation, or safety concern to the WASH Engineer. S/he is the primary link between SIF and the contracted construction teams on the ground.

2. MISSIONS AND ACTIVITIES

Objective 1: Assessment/Training

Activities:

  1. Carry out pre-construction site inspections at each assigned school to verify site conditions, confirm access arrangements, check existing WASH facility status, and flag any site-specific risks or constraints to the Base WASH Engineer before works commence.
  2. Verify the quality and quantity of all construction materials delivered to school sites against approved specifications; reject sub-standard materials and report discrepancies to the Base WASH Engineer before any materials are incorporated into works.
  3. Orient masons and contracted artisans at each school site on approved drawings, construction methods, gender-sensitive design requirements, and site safety rules before mobilization; re-brief teams when new phases or new schools begin.

 

 

Objective 2: Technical Supervision

Activities:

 

  1. Ensure all construction works at school sites are executed strictly in line with the approved BOQ, technical drawings, and specifications; check dimensions, materials, and workmanship at each construction stage and prevent any deviation from the approved design without written clearance from the Base WASH Engineer.
    1. Maintain daily presence on construction sites; directly supervise all school WASH works including latrine block rehabilitation/construction, handwashing platform installation, pipework, drainage, flooring, and masonry to ensure quality at every stage from foundation to finishing.
    2. Supervise and witness the installation and functional testing of water coolers, filtration units, taps, and all plumbing connections at each school; confirm that systems are fully operational, leak-free, and producing clean water before notifying the WASH Engineer for sign-off.
    3. Conduct stage-wise quality checks at every critical construction milestone (excavation, foundation, masonry, plaster, installation, and finishing); prepare lists for each school, follow up on rectification, and confirm all defects are closed before recommending the school for WASH-readiness certification.
    4. Enforce site safety rules at all school construction sites; ensure contractors use appropriate PPE, that children and school staff are protected from construction hazards during school hours, and that all ESMP site-level requirements are observed daily; report any safety incident to the WASH Engineer immediately.
    5. Manage materials on school construction sites; record daily receipt, consumption, and balance of all construction inputs against the BOQ; prevent waste, misuse, or removal of materials from site, and flag any shortfall or excess to the Base WASH Engineer and logistics team promptly.
    6. Implement ESMP requirements at site level, including proper waste disposal, protection of the school environment during construction, dust and noise control during school hours, and safe storage of hazardous materials away from students; record compliance in daily site diaries.
    7. Track daily construction progress at each assigned school against the approved work plan; identify delays, bottlenecks, or contractor performance issues early and report them to the Base WASH Engineer with a recommended solution the same day.
    8. Coordinate with the logistics team and contractor to ensure timely replenishment of construction materials at school sites; confirm delivery quantities against waybills, store materials safely, and maintain an up-to-date site inventory register.
    9. Support the formal handover of completed WASH facilities at each school; prepare a school-level completion checklist, confirm all snags are closed, assist the WASH Engineer in O&M briefings with SMCs, and ensure photographic documentation of all completed works.
    10. Perform other duties as required related to construction.

 

 

 

 

Objective 2: Coordination

Activities:

  1. Maintain daily on-site liaison with school heads and SMC representatives; inform them of daily work schedules, manage construction access around school session hours, and immediately address any concerns raised by school staff or the local community about ongoing works.
  2. Maintain firm and professional working relations with contractors and their site teams; enforce contractual obligations on quality, timelines, PPE, and site conduct; escalate performance issues, repeated non-compliance, or contractor disputes to the Base WASH Engineer without delay.
  3. Support the MEAL team by providing accurate site-level construction data, photo documentation, and school-wise progress updates as required for monitoring reports, joint monitoring visits, and WFP field verifications.
  4. Coordinate with SIF mobilization officers, hygiene promotion staff, and SBCC teams working in the same schools to schedule construction activities around hygiene sessions and community engagement events, avoiding disruption to programme activities.

                                                                                                                  

Objective 3: Documentation

Activities:

  1. Maintain a school-by-school site diary recording daily works completed, labor attendance, materials used, quality check outcomes, issues raised, and any instructions received; keep records organized, up to date, and available for inspection by the Base WASH Engineer, WASH Specialist, or WFP at any time.
  2. Capture and file geo-tagged, date-stamped photographs at every construction stage for each school (before, during, and after); organize photo records by school and phase, and submit to the Base WASH Engineer with each progress report as evidence of works completed.
  3. Update school-level construction tracking sheets weekly, recording actual versus planned progress for each WASH facility component across all assigned schools; share updated trackers with the Base WASH Engineer every Friday for consolidation into the master implementation plan.
  4. Prepare a school-level issues list and completion checklist for every school upon works finishing; document all defects identified, contractor rectification actions taken, and final clearance status; retain signed copies as part of the project completion file.
  5. Prepare monthly material reconciliation sheets for all assigned schools, comparing materials received against quantities used and BOQ allocations; highlight variances and support the Base WASH Engineer in resolving discrepancies with contractors or the logistics team.

 

 

Objective 3: Reporting

Activities:

  1. Submit a daily site report to the WASH Engineer by end of each working day covering works completed, labor deployed, materials used, quality issues, safety observations, and any incidents or concerns from school administrations or contractors.
  2. Compile and submit a weekly school-wise progress summary to the WASH Engineer, covering construction status per facility type (latrines, handwashing stations, water systems), issues resolved, issues pending, and the planned schedule for the coming week.
  3. Prepare and submit a site visit report after every school visit, with geo-tagged photos, quality observations, and written notes on contractor performance; share with the WASH Engineer within the same working day.
  4. Contribute school-level data, photographs, and site observations to the bi-weekly and monthly construction progress reports compiled by the Base WASH Engineer; ensure all submitted information is accurate, verified, and reflects actual site conditions.
  5. Carry out any other site-level task assigned by the WASH Engineer or WASH Specialist that is compatible with the role and contributes to on-time, quality delivery of school WASH facilities under the WFP School Meals Programme.

3. KNOWLEDGE/SKILLS/BEHAVIOR

  • DAE (Civil) or BSc/B-Tech in Civil Engineering, Construction Technology, or a related field; candidates with a diploma and strong field experience in WASH construction will also be considered
  • Minimum five (05) years of hands-on experience in field construction supervision, with at least two (02) years in WASH, sanitation, or school/institutional infrastructure; experience working with contractors in an NGO or UN-funded construction programme is an advantage
  • Ability to read and interpret engineering drawings, BOQs, and site plans; basic proficiency in MS Excel and Word for daily reporting; familiarity with construction quality checklists and site diary documentation
  • Practical knowledge of WASH construction techniques including latrine construction, sanitation platforms, pipework, drainage, and masonry; understanding of gender-sensitive and disability-inclusive design requirements for school sanitation and ESMP site-level obligations
  • Ability to prepare clear, accurate daily and weekly site reports with supporting photographs; basic report writing skills in Urdu or English sufficient to document site observations, issues, and contractor instructions
  • Strong interpersonal skills with the ability to manage contractors, masons, and school staff on site firmly but respectfully; able to resolve minor disputes and maintain a productive working environment across multiple school sites
  • Communicates clearly and directly in Urdu and Sindhi; able to convey technical instructions to masons and artisans without ambiguity, and to report site issues to the Base WASH Engineer accurately in writing
  • Culturally aware and respectful; able to work sensitively within school environments, maintain appropriate conduct around students and female school staff, and support gender-safe construction site practices at all times
  • Self-motivated and highly organized; able to manage multiple school sites simultaneously, prioritise tasks under pressure, and maintain consistent quality standards and documentation discipline without needing constant supervision
  • Able to manage constructive relationships with school administrations, SMCs, and contractors at site level; knows when to escalate and when to resolve, and does both without causing unnecessary friction or delay to works
  • Physically fit and willing to work full days in the field across multiple school sites in Karachi's Districts Malir and Keamari; a committed team player who upholds SIF's accountability standards, follows SOPs, and takes pride in delivering quality school WASH facilities for children
