SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities & marginalized groups since 2010 by providing them humanitarian assistance during emergencies and also support them through the implementing of sustainable development programs in the areas of Child Protection & child Wellbeing, WASH, Food Security & Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including; Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 most vulnerable districts. In light of increasing challenges ‘such as’ inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like; water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

 

Job Description:

Objective 1: Assessments, Surveys and Data Management

  • Support the design and implementation of baseline, endline, post-distribution, school assessments, and other programme-related surveys.
  • Develop data collection tools, methodologies, and sampling approaches in coordination with the Base MEAL Officer and Programme team.
  • Train enumerators, field monitors, and programme staff on data collection protocols and quality standards.
  • Ensure data quality through regular verification, validation, cleaning, and consistency checks.
  • Maintain and update programme databases, beneficiary records, and monitoring datasets.
  • Support data analysis and preparation of assessment and survey reports.
  • Ensure timely availability of quality data for programme decision-making and donor reporting.

Objective 2: Monitoring and Programme Quality Assurance

  • Develop and maintain project-specific MEAL plans, indicator tracking tables, monitoring tools, and reporting frameworks.
  • Conduct regular monitoring visits to schools, warehouses, distribution points, WASH facilities, and project activities in Keamari and Malir districts.
  • Verify programme outputs, beneficiary reach, attendance records, food distribution data, and infrastructure progress against approved targets.
  • Produce monitoring reports and share findings with programme teams for corrective action and continuous improvement.
  • Maintain monitoring trackers and follow up on agreed action points until closure.
  • Support internal reviews, evaluations, audits, donor monitoring visits, and verification exercises.

Objective 3: Reporting and Information Management

  • Compile, analyze, and consolidate programme data from field teams and partner staff.
  • Prepare weekly, monthly, quarterly, and ad-hoc MEAL reports as required by SIF and WFP.
  • Monitor project indicators and ensure timely updates of reporting tools and dashboards.
  • Support preparation of donor reports through data verification and evidence compilation.
  • Maintain proper electronic and hard-copy documentation of monitoring reports, assessments, beneficiary data, and supporting evidence.
  • Coordinate closely with MIS Officers to ensure data accuracy and timely reporting.

Objective 4: Accountability to Affected Populations (AAP)

  • Ensure implementation of Community Feedback and Complaint Response Mechanisms (CRM) across all programme locations.
  • Monitor the functionality and accessibility of complaint and feedback channels in schools and communities.
  • Ensure visibility of complaint mechanisms through posters, banners, helpdesks, and awareness sessions.
  • Track complaints, feedback, and suggestions and ensure timely referral and resolution.
  • Conduct periodic verification to assess beneficiary awareness and satisfaction regarding programme services and complaint mechanisms.
  • Promote safeguarding, protection, confidentiality, and accountability principles throughout programme implementation.

Objective 5: Learning, Knowledge Management and Capacity Building

  • Document lessons learned, best practices, success stories, and case studies from programme implementation.
  • Facilitate learning and reflection sessions with programme and support teams.
  • Identify programme quality gaps and recommend practical improvements based on monitoring findings.
  • Support capacity building of programme staff, field monitors, and partners on MEAL systems, tools, and standards.
  • Contribute to organizational learning through dissemination of findings, evidence, and programme achievements.
  • Support development of knowledge products and presentations for management, donors, and stakeholders.

Objective 6: Coordination and Compliance

  • Ensure compliance with SIF MEAL policies, donor requirements, and reporting standards.
  • Coordinate regularly with the Program Operations Manager, Base MEAL Officer Sindh, and relevant technical teams in country office.
  • Support donor visits, external evaluations, and programme reviews.
  • Participate in coordination meetings and provide updates on programme performance, accountability, and data quality.
  • Ensure all MEAL activities are implemented in accordance with SIF policies, safeguarding principles, and humanitarian standards.
Note: Position is on rolling basis.
