hosting country globally, hosting Afghan refugees holding Proof of Registration (PoR) cards, Afghan Citizenship Card (ACC) holders and undocumented Afghan migrants.
IOM supports the Government of Pakistan in the implementation of cross-border programming supporting Afghan migrants and refugees and contributes to promoting peaceful co-existence with host communities. In line with the strategic Comprehensive Action Plan for Afghanistan and Neighbouring Countries (2021-2024), IOM Pakistan will support the most vulnerable communities hosting Afghan migrants and refugees to address humanitarian needs and reduce protection risks for people on the move, in parallel to anticipatory action to mitigate the crisis impact, save lives and livelihoods, and enable societies to transition and recover towards sustainable development.
Under the overall supervision of the WASH & SNFI Programme Manager and under direct supervision of the Senior WASH Team Coordinator, the successful candidate will help coordinate and contribute to the implementation of Water, Sanitation and Hygiene (WASH) activities in compliance with IOM’s and donors’ rules and regulations to support high-quality programme implementation.
Responsibilities and Accountabilities
- Carry out technical assessments and analyze the data collected towards the implementation of projects in the water, sanitation, and hygiene to respond to the needs of the communities.
- Assist in designing WASH project interventions and prepare cost estimates for water, sanitation, and related hygiene interventions.
- Design and lead the technical components of the WASH programme, including the different modalities of implementation (cash, vouchers, in-kind, etc.) and integration of the relevant cross cutting themes (e.g. Gender, Environment, AAP, etc.) and oversee compliance, ensuring the quality of implementation of the required activities for the successful completion of the different project activities in line with donor requirements and IOM rules and regulations.
- Prepare and/or review technical specifications, BoQs, and drawings of the WASH infrastructure planned to be implemented as necessary in order to guarantee the quality of the output and alignment to donor requirements.
- Ensure that materials are used in accordance with the BoQ and instructions from the supervisor, keeping records and coordinating with the logistics officer for requests and deliveries to implementation sites.
- Implement basic WASH infrastructure projects.
- Regularly monitor all basic infrastructure, WASH projects in progress, and provide a weekly updated summary to the National Officer WASH.
- Support rapid needs assessment, beneficiary identification and distribution of hygiene and other NFI kits, including post-distribution monitoring.
- Prepare daily field reports, analyze the reports, and discuss matters that need attention with the supervisor.
- Bring to the attention any works that are not meeting timelines or where quality standards are not being met.
- Ensure that projects are completed to a satisfactory standard before final payment is authorized.
- Assess the progress of the project(s) under supervision to ensure that compliance with outputs to planned targets is achieved.
- Any other duties as may be assigned.
Required Qualifications and Experience
EDUCATION
- Master’s Degree in Civil Engineering, Chemical Engineering, Mechanical Engineering, Environmental Engineering, Geology, Water and Sanitation, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
EXPERIENCE
- Experience in the implementation of WASH activities in developing countries, preferably in countries facing humanitarian crises and in support of emergency responses; experience in the region is an advantage.
- Experience in the design and implementation of WASH infrastructure, including contract management.
- Experience in the implementation of activities that include the promotion of hygiene.
SKILLS
- Excellent Monitoring and Evaluation (M&E) Skills; Managerial Skills; Organizational
Skills - Knowledge of computer-assisted design and modeling software such as AutoCAD, QGIS, and Epanet.
- Ability to work with limited supervision.
- Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the
broader community to advance country office or regional objectives.
Languages
IOM’s official languages are English, French, and Spanish.
