1  Background

The Sindh People Housing for Flood Affectees is supporting the preparation of a Climate Resilient Settlement Development Plan for Village Haji Ibrahim, an informal waste-picker settlement located next to the Jam Chakro landfill in Karachi. SPHF will serve as the executing agency, while Catholic Relief Services will provide technical and implementation support, including support for recruitment and management of the project team. The planning process will combine household, spatial, infrastructure, environmental, climate, public-health, occupational-safety, livelihood and community evidence to develop practical options for in-situ settlement upgrading, with partial re-blocking considered only where technically necessary and socially acceptable. The Architect will translate field findings and community priorities into inclusive, climate-responsive and practical concept designs that retain the character and livelihood functions of the settlement.

2  Scope of Work

  • Assess housing and built-environment conditions, including typologies, materials, density, ventilation, daylight, safety, accessibility, public interfaces and residential livelihood uses.
  • Document community facilities, public spaces, streetscape conditions, sorting and storage areas and other built features relevant to settlement functioning.
  • Coordinate with the Urban Planner, Engineer, GIS personnel and Social Mobilizer to integrate spatial, infrastructure, climate, public-health, OHS, livelihood and community findings.
  • Prepare concept-level built-environment and architectural proposals for the preferred in-situ upgrading option.
  • Support any justified partial re-blocking option by testing block, plot and building arrangements while minimizing effects on homes, livelihood spaces and access routes.
  • Develop concepts for community facilities, public spaces, shaded areas, sanitation-related structures and other priority buildings.
  • Incorporate shade, ventilation, heat reduction, safe materials, universal accessibility, resource efficiency and ease of maintenance.
  • Prepare coordinated plans, elevations, sections, diagrams, three-dimensional views and other visualizations needed to communicate proposals.
  • Coordinate drawings with settlement plans, engineering networks, service corridors, preliminary quantities and cost estimates.
  • Support participatory design workshops and present alternatives in accessible visual formats.
  • Confirm relevant planning, building, fire-safety, accessibility, environmental and public-health considerations with authorities and specialists.
  • Provide architectural narratives, design principles, drawings, phasing and implementation inputs for the draft and final CRSDP and address consolidated comments.
