1 Background
The Sindh People Housing for Flood Affectees is supporting the preparation of a Climate Resilient Settlement Development Plan for Village Haji Ibrahim, an informal waste-picker settlement located next to the Jam Chakro landfill in Karachi. SPHF will serve as the executing agency, while Catholic Relief Services will provide technical and implementation support, including support for recruitment and management of the project team. The planning process will combine household, spatial, infrastructure, environmental, climate, public-health, occupational-safety, livelihood and community evidence to develop practical options for in-situ settlement upgrading, with partial re-blocking considered only where technically necessary and socially acceptable. The Social Mobilizer will support inclusive community engagement throughout the planning process and ensure that the views of women, waste pickers, persons with disabilities, older persons, youth, tenants and other potentially vulnerable groups are properly represented.
2 Scope of Work
- Support community entry and maintain regular coordination with community leaders, households, waste pickers, business owners and local stakeholders.
- Prepare and maintain a stakeholder and community-group map, including groups requiring focused engagement.
- Mobilize participants for household surveys, focus group discussions, key informant interviews, participatory mapping, design consultations and validation meetings.
- Facilitate inclusive consultations in locally understood languages and ensure participation is voluntary, respectful, safe and accessible.
- Support community verification of settlement boundaries, routes, public spaces, infrastructure, livelihood zones, sorting and storage areas, hazards and priorities.
- Document concerns relating to land, services, safety, livelihoods, environmental and public-health risks and possible impacts of proposed improvements.
- Explain in-situ upgrading and any partial re-blocking option in clear language, record concerns and preferences and immediately flag potential physical or economic displacement risk.
- Ensure consultations do not create commitments or expectations beyond the approved feasibility-study scope.
- Maintain attendance records, consultation notes, consent records, authorized photographs, issue logs, feedback records and follow-up actions.
- Communicate survey schedules, project information, feedback channels and grievance-referral arrangements.
- Coordinate with the Urban Planner, Architect, Engineer, Data Enumerators, environment and safeguards personnel and CRS Project Manager or Technical Lead.
- Support community and government validation of draft findings, options and the final CRSDP.
