Type of engagement:  Assignment-based expert pool, daily fee basis (not a salaried position)

Reporting to:  Monitoring and Evaluation Experts, under the overall direction of the Team Leader

HELVETAS Intercooperation gGmbH is looking for energetic graduates from all over Pakistan to provide services as Data Enumerators.  The requirements for these positions are set out below:

 

Key responsibilities

  • Conduct tracer study interviews with TVET graduates on employment status, the match between job and qualification, time taken to find work, and barriers experienced.
  • Administer employer satisfaction surveys with employers and workplace supervisors.
  • Support the labour market assessment through key informant interviews and focus group discussions.
  • Support training quality assurance, NVQF compliance checks and institutional capacity assessments, using standardised checklists.
  • Deliver surveys by telephone from a central survey base, and in person at institutes and enterprises where the instrument requires it, using the project’s mobile data collection application.
  • Apply the project’s data quality procedures, including logic checks, back-checks and spot-checks. Data must never be fabricated or completed on a respondent’s behalf.
  • Document interview results precisely, maintain daily call and field logs, and submit data within the timelines set for each survey round.
  • Report progress, response rates and access constraints to the M&E Experts, and liaise with institute focal points and district partners to schedule interviews.
  • Obtain informed consent before every interview and follow the project’s data protection, safeguarding and code of conduct rules.

Minimum qualifications (mandatory)

These requirements are set by the client and cannot be waived. Applications that do not evidence all five will not proceed.

  • Bachelor’s degree in social sciences, Statistics, Data science, Economics or Business Administration.
  • Urdu language skills at C1 level.
  • 5 years of overall professional experience in implementing projects in the education and economic development sectors.
  • 3 years of specific experience in implementing survey and assessment assignments.
  • 3 years of experience conducting surveys and assessments in Pakistan.

Additional requirements

  • Working knowledge of regional languages (Pashto, Hindko, Balochi, Brahui, Shina, Balti, Burushaski, Punjabi or Saraiki) is a plus. Please mention your proficiency in the CV.
  • Demonstrated use of mobile or computer-assisted data collection software (Kobo Toolbox, ODK, SurveyCTO or equivalent).
  • Experience of telephone-based or computer-assisted telephone interviewing is a strong advantage.
  • Familiarity with the TVET, education or labour market sector in Pakistan is an advantage.
  • Residence in, or ability to commute daily to (need base), the district applied for.
  • A functioning smartphone, reliable connectivity and a valid CNIC.
  • Two official references of two former supervisors who could serve as professional referees.
  • Valid Police Clearance Certificate (3 months validity), to be submitted before appointment, not with the application.

Terms

  • Assignment-based engagement within an expert pool, remunerated on a daily fee basis for days actually worked. It is not a salaried post and no fixed number of days is guaranteed.
  • Work is concentrated in survey rounds, so workload is uneven across the year.
  • Assignment is to one district or division, with possible reassignment across the four regions as sampling requires.
  • Selected candidates must complete mandatory training before first deployment. Admission to the pool is confirmed by the client once the minimum qualifications have been verified.
