1.Purpose of the Assignment

To provide technical leadership in verification, design, approval, supervision, and quality assurance of community infrastructure schemes while ensuring compliance with donor standards and environmental/social safeguards.

2. Scope of Work

The Senior Engineer shall perform the following tasks:

A. Site Verification & Technical Feasibility

• Conduct physical verification of proposed infrastructure sites.
• Assess technical viability, environmental suitability, and risk factors.
• Validate alignment of schemes with approved Village Development Plans (VDPs).
• Prepare technical feasibility and site verification reports.

B. Identification & Selection of Infrastructure Schemes

• Review community-proposed infrastructure interventions.
• Conduct technical screening and risk assessment.
• Recommend technically feasible and cost-effective schemes.
• Ensure proposed schemes meet PPAF eligibility and compliance criteria.

C. Preparation of Technical assessment and preparation of feasibility 

• Conduct baseline survey of Community physical infrastructure projects
• Conduct field visit and  spot verification of identified schemes , prepare detailed possibilities of scheme 

D.Supervision & Execution Oversight

• Conduct regular monitoring and supervision visits to project sites.
• Ensure implementation according to approved designs and BOQs.
• Verify quality of materials and workmanship.
• Certify work completion stages for payment processing.
• Maintain site supervision reports and photo documentation.

E.Quality Assurance & Compliance

• Implement quality control mechanisms throughout project execution.
• Ensure compliance with approved specifications and safety standards.
• Address technical deviations and corrective measures.
• Certify final completion of infrastructure schemes.

F. Environmental & Social Safeguard Compliance

• Ensure compliance with PPAF Environmental and Social Management Framework (ESMF).
• Conduct environmental screening and categorization.
• Implement mitigation measures for environmental and social risks.
• Ensure Occupational Health & Safety (OHS) standards at worksites.
• Maintain safeguard documentation and monitoring records.

3. Deliverables

The Senior Engineer shall submit:

• Site Verification & Feasibility Reports
• Approved Technical Designs & BOQs
• Environmental Screening & Mitigation Plans
• Supervision & Monitoring Reports
• Interim Work Certification Reports
• Final Completion & Handover Certificates
• ESMF Compliance Documentation 

4. Required Qualifications & Experience

• Bachelor’s/Master’s degree in Civil Engineering (PEC registration preferred).OR Diploma holder with practical experience of 5 to 7 years in similar field 
• For B.E holders Minimum 1 to 3years of relevant experience in infrastructure development.
• Familiarity with Environmental & Social Safeguard frameworks.
