SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities & marginalized groups since 2010 by providing them humanitarian assistance during emergencies and also support them through the implementing of sustainable development programs in the areas of Child Protection & child Wellbeing, WASH, Food Security & Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including; Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 most vulnerable districts. In light of increasing challenges ‘such as’ inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like; water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

CHILD SAFEGUARDING

As part of the implementation of the Child Safeguarding Policy (CSP), specify here the level of risk associated with child safeguarding (0, 1 or 2) depending on whether or not the position involves contact with children (in particular access to children and/or personal data) and, if so, specify the type of interaction.

This position may have indirect access to children or personal data about children through program implementation, monitoring, and reporting. The incumbent is expected to fully comply with SIF’s Child Safeguarding Policy (CSP) and ensure all project activities uphold the principles of child safety, dignity, and protection.

Job Description:

MAIN RESPONSIBILITIES

PROPOSAL DEVELOPMENT & RESOURCE MOBILISATION (25%)

  • Support the Program Manager in developing concept notes, proposals and Expressions of Interest in accordance with donor requirements.
  • Facilitate collection and consolidation of technical inputs from programme, MEAL and support departments during proposal development.
  • Assist in donor mapping, opportunity tracking and maintenance of the business development pipeline.
  • Support development of logical frameworks, implementation plans and proposal budgets.
  • Coordinate field consultations and needs assessments to support proposal design.
  • Assist the Program Manager in coordinating with consortium partners during proposal development.
  • Maintain proposal files, archives and submission records.
  • Facilitate coordination between field offices, Country Office, Headquarters, donors and implementing partners.
  • Support coordination meetings and prepare agendas, minutes, presentations and action trackers.
  • Follow up on agreed action points and maintain coordination records.
  • Support coordination with Procurement, HR, Finance and Logistics for grant implementation requirements.
  • Assist the Program Manager in partner identification, due diligence and partner capacity assessments.
  • Support drafting and processing of partnership agreements, MoUs and sub-grant documentation.
  • Maintain organized filing systems for partnership and coordination documentation.
  • Conduct field visits to support project monitoring, documentation and implementation follow-up.
  • Facilitate collection of field information for reporting and programme learning.
  • Support monitoring of activities against approved work plans and indicators.
  • Document field observations and share recommendations with the Program Manager.
  • Support field teams in addressing implementation challenges through coordination and follow-up.
  • Contribute to programme learning, documentation and best practice collection.

DONOR REPORTING, GRANT MANAGEMENT & COMPLIANCE (30%)

  • Facilitate preparation, consolidation and timely submission of donor reports under the guidance of the Program Manager.
  • Support the Program Manager in ensuring compliance with donor agreements, contractual obligations and SIF policies.
  • Coordinate with MEAL, Finance and field teams to collect and verify reporting data.
  • Maintain grant management tools, reporting calendars, agreements, amendments and compliance trackers.
  • Support monitoring of project progress against approved indicators, work plans and reporting schedules.
  • Assist the Program Manager in tracking donor compliance actions and follow-up requirements.
  • Maintain complete and updated grant documentation and project filing systems.
  • Donor queries coordinated and responded within agreed timelines.

COORDINATION, COMMUNICATION & PARTNERSHIPS (25%)

  • Facilitate coordination between field offices, Country Office, Headquarters, donors and implementing partners.
  • Support coordination meetings and prepare agendas, minutes, presentations and action trackers.

OUTREACH, FIELD SUPPORT & MONITORING (20%)

  • Conduct field visits to support project monitoring, documentation and implementation follow-up.
  • Facilitate collection of field information for reporting and programme learning.
  • Support monitoring of activities against approved work plans and indicators.
  • Document field observations and share recommendations with the Program Manager.
  • Support field teams in addressing implementation challenges through coordination and follow-up.
  • Contribute to programme learning, documentation and best practice collection.

REQUIREMENTS

Education: 

Bachelor’ Degree or higher in Development Studies, Social Sciences, International Relations, MBA or any relevant Professional area.                               

Experience               

  • Minimum three years of experience in humanitarian or development programmes with an INGO, preferably supporting business development, grant management, donor reporting, programme coordination or project management.
  • Experience supporting grant management processes, donor reporting, partnership coordination and compliance monitoring. Experience working with implementing partners and coordinating across multiple departments will be an asset.
  • Demonstrated typical planning, analyses, and reporting skills
  • Demonstrated advanced communications, presentation and inter-personal skills

Languages

Proficiency in written and spoken English, Urdu, and relevant local languages.

Knowledge:

Strong computer literacy, including Microsoft Office applications, AI productivity tools, and project planning and management software for reporting, coordination, and tracking.

  • Strong analytical, research, and information synthesis skills to support high-quality proposal development and grant documentation.
  • Knowledge of donor regulations, grant management processes, and compliance requirements.

  •  Strong interpersonal, presentation, and cross-functional communication skills to coordinate effectively with internal teams, partners, and donors.
  •  High attention to detail and commitment to maintaining accurate documentation, reporting, and record management.
