Job Description:

.       Objectives  of the consultancy assignment

PPAF on the request of GB Government is planning to support hiring of the consultant/Senior Advisor Policy Reform Unit (PRU).  The main purpose of PRU will be to strengthen GB Government around policy formulation, coordination and decision making. The Unit will also facilitate fast-track urgent reforms in key economic, social and environmental sectors.  PPAF Support will be a strategic investment especially in view of GB Government and PPAF joint outreach programs in the underserved districts and underprivileged populations, especially the extreme and ultra-poor segment of the society.  Moreover, the resource can also act as a bridge between PPAF and GB Government in terms of collaboration, coordination, resource mobilization and operationalization of MoU.

 

Scope of Work (Consultant Senior Policy Advisor)

The Consultant/Senior Policy Advisor will (i) Operationalize various provisions of MoU between GB Government and PPAF (ii) lead and coordinate the inputs of all team members in preparing the sector policies (iii) promote public, private and community development partnerships, (iv) coordinate with relevant public sector agencies and NGOs and donor partners, community level institutions and private investors and, (v) bring relevant global knowledge and experience in research and practice, as well as specific knowledge and experience relevant to the context of Gilgit-Baltistan.

 

The Consultant/Senior Advisor will have dual reporting line to the Chief Minister GB and technical reporting line to PPAF.

Key Tasks/Deliverables:

a)     Provide ongoing TA support to CM GB Office and Cabinet Secretariate in policy and implementation.

b)     To plan and operationalize various clauses of MoU between PPAF and GoGB Review and update existing policies and sector strategies.

c)     Select, develop and prioritize potential sectors for accelerated development.

d)     Recruit technical experts, raise resources, improve capacities, both institutional and professional.

e)     To facilitate financial resources from GB Government which can be further used as joint poverty alleviation projects/programs between PPAF and GoGB.

f)     Develop and, where required, lead/assist in the implementation of approved projects and programs.

 

Time Duration:

 6 months from the date of contract signing.
